GIS Engineer - Operations Systems Support
Position Description
The DMSO (Distribution Markets and System Operation) Operations Systems Support (OSS) team is seeking to fill the role of GIS Engineer. The role of the OSS team is to support and maintain ESB Networks’ critical Operational Technology (OT) systems which include SCADA, Network Management System (NMS) and Geographic Information System (GIS).
ESB’s GIS solution is a business‑critical system used widely across ESB Networks to support the planning, design, construction, maintenance and day‑to‑day operation of the electrical distribution network. It also operates as the solution enabler for the key ‘Dial Before You Dig’ public safety initiative.
The successful candidate will be part of the GIS Support Team, based in Leopardstown Road, which is responsible for the day‑to‑day management, administration and support of ESB Networks’ electrical GIS solution (HxGN Designer & HxGN GIS Portal), and the delivery of associated services and data to ESB Networks business units.
Key products and services provided by the GIS solution include:
- Provision of an MV Network Model to the ESBN Network Management System (NMS)
- Production of MV and LV Network Diagrams
- Provision of ‘Dial Before You Dig’ mapping services
- Provision of GIS design facilities enabling the production of Construction, Easement and Wayleave drawings
- Provision of MV and 38kV Network Models to the SynerGEE (Planning) application
- Provision of GIS internet browsing facilities used across Operations, Network Patrol and Maintenance, Network Investments, Renewable Planning and Customer Connections
- Provision of a linear network model to the SAP‑ARM solution
- ARM maintains a complete asset register of all ESB electrical assets and supports asset maintenance and investment programmes
- Provision of data for ESBN Mobile Apps
- Provision of Business and Regulatory Reports
Key end‑users requiring support include the Engineering Officer user group, who use the solution to design alterations and extensions to the distribution infrastructure, and the Central Network Mapping Team, who record as‑built alterations to the network model.
Key Responsibilities
- Delivery of standard administrative support activities including:
- Troubleshooting and resolution of GIS application issues
- Troubleshooting and resolution of integration/interface issues across enterprise solutions (GIS / NMS / SAP‑ARM / Mobile / SynerGEE, etc.)
- Troubleshooting and resolution of GIS data quality issues
- Completion of third‑party dataset loads and refreshes (e.g. OSI dataset refresh)
- Coordination of system outages, site switches and upgrades
- After‑hours system testing and verification of the application post‑system outage
- Delivery of standard end‑user support activities including:
- Operation of support/helpdesk facilities for the GIS user community
- Creation and publication of GIS training material and job aids
- Provision of GIS end‑user training for the Central Network Mapping team
- Delivery of standard business support activities including:
- Delivery of data reporting and spatial analytics as requested by the business
- Delivery of SynerGEE data model extracts
- Support to Central Network Mapping in the delivery of data extracts to third parties (e.g. DBYD, SIRO, EirGrid)
- Delivery of a solution that meets the changing needs of the business, including:
- Documentation and functional specification of system change requests
- Development and implementation of system change requests
- End‑to‑end functional testing, verification and troubleshooting of the GIS application suite arising from system changes, integrations or infrastructure patching
- Risk management of IT changes impacting the solution and services
- Staying abreast of best‑practice developments in enterprise GIS solutions
- Supporting the delivery of new projects required to meet the strategic objectives of the DMSO
- Stakeholder engagement including:
- Engagement with internal service providers and service consumers of the GIS solution
- Vendor engagement with third‑party service providers to log, track and resolve system issues
- Development of a strong safety, quality, environmental and performance culture within the GIS team
Experience and Qualifications
Essential Knowledge, Skills and Experience
- Minimum of 5 years relevant experience
- Either a 3rd level qualification or equivalent work experience
- Experience in the use, administration and troubleshooting of enterprise GIS solutions
- Experience of Oracle RDBMS and PL/SQL coding and development
- Strong IT technical background
- Excellent interpersonal, communication and report‑writing skills to manage a diverse range of stakeholders
- Strong work ethic with a clear focus on delivery to ESB Networks’ safety, time, quality and cost objectives
- Demonstrated ability to meet deadlines and manage multiple priorities
- Self‑starter with the ability to manage own work and support others within a project team
- Ability to technically mentor junior team members
- Flexible approach to work, particularly where required to deliver excellent customer service
- Strong interpersonal skills
- Excellent communication and report‑writing skills
Desirable Knowledge, Skills and Experience
- Knowledge of HV / MV / LV electrical network assets and data models
Location
This position will be based in ESB, Leopardstown Road, Dublin 18.
Smart Working at ESB is designed to make ‘in-person’ time together as purposeful as possible while also enabling the effective use of digital tools and hybrid arrangements to preserve our commitment to flexibility. The successful candidate may work flexibly within the jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.

Salary
€59,000 to €70,000 per annum
