Position Description

 

The successful candidate will be an experienced Environmental Consenting Project Manager who will be responsible for leading the technical expertise in relation to the environmental inputs necessary for consenting of offshore wind projects. They will occupy a lead role within the Offshore Wind Team working on the ongoing development of a number of offshore wind projects around the coast of Ireland and the UK.

 

They will work with and support the works of other environmental specialists  working on offshore wind projects and provide expert advice and decision making with senior project members in dealing with environmental risks. The candidate will have a strong technical acumen and up to date market knowledge and a strong commercial focus. The successful candidate will be highly motivated, innovative, commercially driven and have a track record of successfully delivering projects of a comparable nature and scale.

 

 

Key Responsibilities

 

Key responsibilities will include the items below:

 

  • Be the lead authority on marine environmental expertise within the organisation and lead the strategy for environmental aspects of ESB offshore projects
  • Own and maintain significant up to date knowledge and understanding of marine environmental requirements, risks, challenges, and solutions, including the development and delivery of EIA, EIAR and AA for planning applications
  • Build, maintain and apply expert knowledge of marine environmental requirements for offshore wind developments and ensure transfer of this knowledge across the team, EMP and wider ESB Group.
  • Identification, management, and mitigation/control of environmental project risks
  • Provide deep technical environmental offshore wind expertise to the business during project concept and development and across the project lifecycle and when assessing potential acquisition projects and entering competitive leasing processes
  • Provide key strategic input in project concept and developments of expertise across ESB’s offshore wind project pipeline
  • Provide critical technical advice and evaluations to acquisition due diligence processes and board papers and New Era submissions.
  • Act as the primary adviser for Senior Managers and Steering Groups on project challenge in area of expertise.  
  • Collaborate and coordinate with other teams across ESB to successfully deliver projects in a timely, safe and commercially viable manner
  • Lead consultations with key external stakeholders and statutory authorities as required on projects
  • Manage consultants and review technical reports

 

 

Knowledge, Skills and Experience

 

Essential

 

The successful candidate must have:

 

  • Minimum 10 years’ experience in the area of environmental consenting particularly within the marine environment
  • In depth knowledge and experience of the consenting process of major developments (Strategic Infrastructure Development Act, Environmental Impact Assessment process, assessment under the EU Habitats Directive process and/or Foreshore Licensing)
  • A proven track record of delivering environmental consent requirements for significant projects, including in the marine environment
  • A proven track record of successfully coordinating, project managing and co-authoring large EIAR projects
  • A strong understanding of the environmental regulatory requirements within Ireland related to consenting of major infrastructure projects
  • Excellent written and oral communication skills
  • A professional manner with strong inter-personal skills, with an ability to communicate at all levels and deliver high performance results
  • A track record of reporting to and providing strategic advice to Project Board(s)/Senior Managers on critical project technical matters
  • Demonstrated ability to conduct efficient decision making and problem solving in collaboration with other key stakeholders at a strategic level
  • Strong organisational and structured approach to project management and commercial aspects of projects
  • A flexible approach to work, especially where necessary to deliver on project requirements

Desirable

 

  • Successful delivery of specific offshore wind environmental/consenting projects
  • Experience of environmental regulatory requirements in the UK.
  • Full drivers’ licence and access to a car.

 

 

Qualifications

 

Essential

 

  • Level 8 Environmental or Science Degree or equivialent qualification

 

Desirable

 

  • Level 9 Engineering or Science Degree or equivalent qualification.
  • Chartered status in a recognised professional institution
  • Project Management qualification.

 

 

Location

 

The position will be based in EMP's Offices in Dublin or Cork

 

ESB is committed to offering flexibility in ways of working and we call that Smart Working – combining digital tools with a culture of trust and empowerment to enable flexible and remote ways of working. 

  

The successful candidate may combine working from home within the Republic of Ireland, with attendance at base for in-person collaboration, the frequency of which is agreed with the manager and may change as we learn about hybrid working.  Site visits is also a feature of this role which will require a certain amount of travel within Ireland.

Salary

 

€76,000 - €95,000
