Position Description 

A standardised approach to asset health has been developed for ESB Networks (ESBN). This approach is aligned with CNAIM and is benchmarkable with Industry best practice. ESBN has also evolved a CBA methodology to demonstrate value for our Capital investments in asset replacement and in conjunction with this we have procured an advanced digital solution to ensure standardised outcome measures. To ensure all asset data is standardised and that the metrics we report to CRU and other stakeholders are of high quality there is a requirement to manage, evolve and improve our approach to asset data.

The Purpose of asset health is to support annual regulatory reporting and to better inform our decision-making on asset investment (replacement and refurbishment). Asset Health models help to enable targeted investment in the highest risk assets, as defined by the Asset Health and Asset Criticality approach.

Asset Health Models provide a view of Asset Health indices for annual regulatory reporting, annual impact of work programmes and support ESBN’s PR6 plans by providing visibility of asset replacement drivers (e.g. condition) and  by producing evidence of the value and impact of our asset replacement programmes.

 

Key Responsibilities

  • Provides in depth knowledge and support to the team ensuring continued alignment with CNAIM methodology
  • Manages end-to-end change request process – escalates requests to governance forum where appropriate
  • Acts as point of contact between Asset Managers and all relevant business and data stakeholders to ensure consistent management of asset health inputs and outputs for Regulatory reporting
  • Accountable for data refreshes
  • Responsible for generating annual regulatory reports on asset health and for providing bi-annual updates on asset health metrics for SMT
  • Ensuring asset health information is available and accurate on a Regional basis to support targeted work that helps drive improvements in Network performance eg continuity, risk reduction
  • Responsible for any communication related to asset health e.g. model updates, addition of data etc.
  • Management of and responsibility for asset health data, data refresh activities and for coordinating asset data quality improvement plans to drive improved asset health outputs for the business and for Regulatory reporting
  • Investigation of any issues arising, liaising with ESBN data teams and key stakeholders to ensure issues are identified and successfully rectified with actions tracked on an ongoing basis.
  • Review and sign off on asset health and data quality outcomes to provide assurance to Manager Network Assets on the validity of asset health metrics for ESBN
  • Manage the asset health model change request process to enable appropriate Governance of this process
  • Carry out annual review of all asset health inputs to ensure they are aligned with industry best practice (reliability modifiers, data sets and mapping, reference costs etc)
  • Audit the asset health process on an annual process to ensure effectiveness and drive improvements and process amendments as well as external validation of any changes as required
  • Ensure ESBN’s asset health models are aligned with CNAIM requirements and are updated to reflect any amendments to this standard. Keep abreast of developments in asset health, asset data and improvements in the industry standard and models

 

Experience and Qualifications 

Essential

  • Primary degree in Engineering/equivalent or Network Technician apprenticeship
  • Good understanding of the ESBN Distribution System
  • Knowledge of CNAIM asset health and value-based decision-making methods
  • Excellent data skills
  • Understanding of Asset Management Practices and Processes for ESBN
  • Strong analytical skills including the ability to set metrics and targets and provide tracking and trending reports and recommend courses of action to the Senior Management. For Senior management and CRU
  • Influencing and stakeholder management
  • Leadership abilities with a focus on delivering results

 

Qualifications

  • Either 3rd Level qualification or equivalent work experience (min 7-10 years) is essential. 

 

Location

The successful candidate may combine remote / and attendance at ESB Networks’ office in Leopardstown for in-person collaboration, the frequency of which is agreed with the manager and subject to ongoing review.

Reporting To

The successful candidate will report to the Asset Assurance Manager, Network Resilience and Climate Adaption.

Salary

€69,000 to €81,000 per annum
