Capital Projects PM / Quantity Surveyor
Position Description
Facilities Management (FM), within Enterprise Services, manages building services across approximately 116 ESB premises, including maintenance, lifecycle replacement, capital works, refurbishment and soft services.
Capital Works and Demand jointly manage project intake, delivery routes and programme delivery, supported by internal and external multidisciplinary resources. FM delivers minor and capital works including fit-outs, security, building services, fire safety, energy upgrades and whole-building improvements supporting ESB’s Net Zero Strategy.
This commercially focused Quantity Surveyor role will support FM’s capital works programme, with responsibility for cost governance, contract management, commercial assurance and value for money. A quantity surveying background is essential.
The role will provide commercial and cost management expertise across FM’s national portfolio, including retrofit, security, mechanical and electrical upgrades, lifecycle replacement and building improvement projects.
Working with project managers, consultants, contractors and stakeholders, the Quantity Surveyor will oversee expenditure, tender evaluations, framework management and financial reporting to support delivery of FM’s annual capital investment programme.
Key Responsibilities
- Coordinate FM’s annual capital and minor works programme for internal ESB customers, tracking priorities, progress and reporting across retrofit, security, building services and improvement projects.
- Manage commercial and financial governance across FM projects, providing cost oversight from feasibility, design and tender through contract award, site delivery and close-out.
- Prepare and review cost estimates, cost plans, budgets, pricing schedules and Bills of Quantities to support project planning, approvals and informed decision-making.
- Review, challenge and validate contractor estimates, quotations, variations, submissions and final accounts to ensure market alignment, cost control and value for money.
- Lead commercial input to tender development, procurement processes, tender evaluation and contract award recommendations, ensuring compliance with ESB procurement and governance requirements.
- Support management of national frameworks, framework call-offs, project contracts and one-off tenders, including contractor and consultant arrangements supporting annual project delivery of approximately €8–10m.
- Monitor expenditure, forecasts, commitments and budgets, identifying commercial risks and mitigation actions, while maintaining accurate records, supporting audits, reporting to stakeholders and applying market intelligence to inform commercial decisions.
Experience and Qualifications
Essential
- Degree in Quantity Surveying, Construction Economics (or related discipline) with 3+ years’ experience in quantity surveying, commercial management or construction cost management.
- Strong experience in cost estimating, cost planning, budgeting, forecasting and financial reporting across construction or facilities projects.
- Proven experience managing M&E project costs, contractor commercial performance, construction contracts, variations and final accounts.
- Knowledge of public procurement, tender evaluation, contract management, governance processes and Health & Safety legislation.
- Excellent analytical, stakeholder management and communication skills, with proficiency in Microsoft Excel, cost management software (e.g. CostX, Cubit, Buildsoft), AutoCAD for drawing interpretation, and the ability to deliver to challenging deadlines.
- Full, clean driver's licence.
Desirable
- Experience delivering retrofit, sustainability, building services, mechanical and electrical upgrade, or facilities management projects across offices, depots, stores and vehicle garages.
- Chartered status (or working towards), together with experience managing national frameworks and qualifications such as SafePass, IOSH Managing Safety in Construction or Project Management.
Location
This role will be based at ESB Head Office, Fitzwilliam 27, with national travel required.

The successful candidate may work flexibly within the jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.

Salary
€49,800 - €58,600 per annum (depending on experience)
