Civils Construction Lead, Customer Projects and Delivery Dublin
Position Description
The Civils Construction Lead role within the Customer Projects and Delivery Team of ESB Networks (ESBN) will encompass the main milestone deliverables of all aspects of civil construction work on the MV & LV network across the Dublin Region for Customer Delivery Team. The successful candidate will have a proven track record in cost management, quality assurance, financial governance, contract management, Local Authority relationship management, Road Management Office (RMO) management and Map Road Licencing (MRL) compliance. Working with all relevant stakeholders internally and externally to ensure delivery of PR6 programs of work and continued customer centric network performance.
Key Responsibilities
The responsibilities of the role include, but are not limited to:
- Cost management function throughout all stages of a project including:
- Supporting and liaising with Engineer Officers on accurate civil costing & bills of quantities
- Work with Local Authorities Road Engineers on optimised licence conditions
- Develop existing relationships with Local Authorities to ensure quality of service and delivery
- Be the lead point of contact for civil works program for the Customer Projects and Delivery Construction Supervisors across the region, coordinate with Contract Partner for effective and timely delivery
- Oversee and govern the cost variation request approvals process
- Be an ESB Civils Site Safety Champion - Carryout regular Site Safety Audits in line with ESB policy
- Be a Purple Book expert – Guidelines for the Opening, Backfilling and Reinstatement of Openings in Public Roads, provide expert opinion to the business of optimised delivery options
- Manage Contractor performance in Trenching and Ducting Quality Assurance and Compliance with the Purple Book
- Manage Civil Work Budgets – implement governance to ensure all civil work adjustments are approved and associated budgets are in place
- Provide required support to Construction Supervisors at Invoice Stage
- Forecasting and monitoring of OPEX and CAPEX programmes
- Promoting the safety management culture across all activities demonstrating visible commitment to safety
- Ensure that Quality Procedures are implemented on all projects
- Report writing and interpretation
- Assist with mentoring and professional development of staff
Experience and Qualifications
Essential
- 10+ Years experience in delivery of Trenching and Ducting in the utility sector
- Established working relationships with Local Authorities in the Dublin, Meath, Wicklow and Kildare regions
- Proven track record in high scale project delivery in Trenching and Ducting civil works
- Demonstrate implementation of governance models to deliver cost management
- Ability to manage multiple project sites across a wide region
- Chapter 8 Traffic Management qualification
- Expert in Purple Book
- Strong knowledge of MRL system
- Strong problem solving and organisational skills
- Full clean EU Driving License and access to a car
Desirable
- Level 8 Degree in Quantity Surveying or equivalent qualification
- Excellent communication and interpersonal skills
- Experience is building and delivering presentations to 3rd Party entities
- Ability to work and share knowledge and competencies within a team structure
- Excellent report writing skills
- Experience with SAP and Sharepoint
Location
The successful candidate will be based in the Dublin region and may be required to travel nationally on occasion in line with business requirements.
