Position Description

The Flexibility Market Design team is part of the DMSO Design pillar of DMSO (Distribution Markets & System Operation). The DMSO Design pillar is formerly known as ‘The National Network, Local Connections Programme which was established to deliver the capabilities needed in ESB Networks (people, processes and systems) to change how the electricity distribution system is developed and managed.    

The Clean Energy Package sets out that “All consumers should be able to benefit from directly participating in the market,” A core objective of the DMSO Design function is to develop integrated designs for ESB Networks’ DMSO organisation. This is an exciting and transformative area, and we are seeking applications from individuals who are interested in playing an active role in establishing these new capabilities in our organisation and our industry.   

The commercial analyst role is part of the Flexibility Market Design team in the DMSO Design pillar. This team is responsible for setting the development of the appropriate market-based solutions to enable customers to contribute directly and benefit from the transformation in the distribution network. Through flexible services, customers will be able to offer their capabilities in demand side response, generation or storage to ESB Networks as DSO to efficiently and securely manage the distribution network.  

The team is responsible for:   

  • Leading the development of flexibility market rules. 

  • Leading the development of new flexibility products in which customers such as demand response, aggregators, generation and storage can participate in via the flexibility market.  

  • Managing existing and future flexibility market contracts such as, but not limited to, validation and settlement of flexibility services. This is done using a Flexibility Services Tracker which will be replaced by a Flexibility Market System over the next 18 months.  

  • Developing appropriate commercial models to value the flexibility products and designing appropriate incentives for customers.  

  • Establishing an appropriate contractual model through which ESB Networks procures and financially settles these flexible services.  

  • Developing the appropriate processes through which customers can participate in transmission services and wholesale markets.  

Key Responsibilities

  • Engaging in the settlement and validation process for the flexible service providers (customers) in the various flexibility products and services.  

  • Analysis of market data and outcomes to inform flexible service cost forecast  

  • Working with Market Operations Lead in management of the flexible service contracts during commercial operation 

  • Analyse the necessary operational and financial information to prepare performance statements for customers operating within flexible service contracts    

  • Working closely with the Account Holder for each flexible service provider 

  • Involved in developing improvements to the settlement tool and testing of same 

  • Feeding into market process mapping sessions and development of same  

  • Support the development of enduring operational tools such as Flexibility market system for procuring and settling services by contributing to requirements gathering and end user testing   

  • Support the development of the market design and processes (including registration, qualification, competition frameworks and validation and settlement) for participating in flexible services, in collaboration with internal and external stakeholders.   

  • Work closely with other teams to monitor expenditure and support financial projection of flexible service costs.  

  • Supporting development of tender documentation for the individual flexible services and initiatives.  

Knowledge, Skills and Experience  

  

Essential  

  • A primary degree in Economics, Finance, or related discipline or equivalent work experience in a commercial role.    

  • 3+ years relevant experience required
  • Strong analytical skills  

  • Strong commercial awareness  

  • Good interpersonal skills and ability to work with cross functional teams 

  • Excellent written and communication skills 

  • Excellent Microsoft Excel skills  

  

Desirable  

  • Understanding of commercial/contractual risk management 

  • Knowledge of existing Irish or European electricity arrangements.  

  • Knowledge of Procurement rules 

  • Knowledge of probabilistic or statistical modelling techniques   

  • Data analytics capability using Power BI or other data analytics package  

Location  

Flexible with minimum one anchor day in Finglas.  

Smart Working at ESB is designed to make ‘in-person’ time together as purposeful as possible while also enabling the effective use of digital tools and hybrid arrangements to preserve our commitment to flexibility. The successful candidate may work flexibly within the  jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.

Salary

€49,000 to €56,000 per annum
