Contingent Labour Framework Professional - Band 4 1
Applications are invited for Contingent Labour Framework Specialist in Strategy Delivery & Commercial who will work to deliver the operation of Contingent Labour to Managers across all ESB Business Units.
The successful candidate will develop close working relationships with Recruitment Agencies and assist Managers across all ESB Business Units in negotiating individual contracts with the agencies.
Key Responsibilities
Manage Mini tender Process
Responsible for liaising with agencies to address queries and issue competition details. Manage and Maintain the Contingent Labour process, ensuring panel members are kept informed throughout. Coordinate interviews for shortlisted candidates and work with hiring managers to provide candidate feedback when required. Prepare the CL approval form and initiate the workflow process. Draft Project Agreements, and issue finalised agreements for online signatures via DocuSign.
Time and System Coordination
Responsible for addressing queries from agencies, finance teams, and hiring managers regarding timesheet approvals. Organises and coordinates application setup for both contractors and managers. Ensures all changes or updates related to the management of CLs or projects are accurately maintained. Verifies that relevant WBS numbers are correct and kept up to date. Disables contractor access to the CL system upon contract completion or as required.
SharePoint Workflow & Documentation
Responsible for managing the contingent labour approval process through SharePoint workflows, including monitoring progress and following up with approvers on outstanding tasks. Handles queries from Finance and Senior Management regarding approval escalations. Provides support for the migration of documentation ensuring accuracy and compliance throughout the process.
Timesheet & Finance Support
Responsible for organising and providing support to managers and contractors for online timesheet recording. Oversees user acceptance testing, WBS management, user access administration, and resolution of EMP Finance queries. Manages change requests to ensure system accuracy and compliance.
Agency Liaison & Rate Benchmarking
Responsible for managing relevant stakeholders and Liaising with agencies to support rate benchmarking exercises and manage agency submissions of CVs.
Governance, Legal & Onboarding
Responsible for Governance and adherence to guidlines in relation to CL onboarding and management Ensure onboarding and management guidelines for contingent labour contractors are current, support webinars for line managers, and coordinate with Group Legal and agencies on service agreements for new CL panels.
Reporting, Data Management and Continuous Improvement
Responsible for gathering data and contributing content for monthly reports. Supports annual benchmarking activities and analysis of contractor workdays and costs. Assists with data verification for reporting and dashboards to ensure accuracy and reliability. Contributes to initiatives aimed at improving business processes and operational efficiency.
Experience and Qualifications
Essential
- A minimum of 3 years’ experience in a relevant role preferably with business administration responsibilities
- Strong communication skills, both written and verbal, for documentation, reporting, and managing customer relationships.
- Experience in managing stakeholders, external and internal, as well middle management
- Experience in managment of risk identification and mitigation, as well as experience in data analytics, governance, and quality standards
- Strong operational experience, with previous experience of working with frameworks, and faciliating continuous improvement
- Relevant 3rd level qualification
Desirable
- Knowledge of the requisition to payment process within ESB or a company of similar scale
- Knowledge of GDPR
- Knowledge of SAP SRM systems
Location
This position will be based in Engineering and Major Projects, The Sidings, Grand Canal Dock, Dublin.

Salary
€49,000 to €58,000 per annum
