Contingent Labour Framework Specialist
Applications are invited for Contingent Labour Framework Specialist in Systems, Processes and Contracts who will manage the provision and operation of Contingent Labour to Managers across all ESB Business Units.
The successful candidate will develop close working relationships with Recruitment Agencies and assist Managers across all ESB Business Units in negotiating individual contracts with the agencies.
Key Responsibilities
Recruitment Agency Management & Contracting
• Manage evaluation of Recruitment Agencies’ PQQ responses for CL Panel inclusion.
• Negotiate individual Panel Contracts with agencies.
• Collaborate with Procurement on tenders, mini tenders, and associated process plans.
Procurement & Vendor Setup Support
• Oversee procurement-to-payment process, advising managers on supplier selection and contract completion.
• Request and process documentation for vendor setup for direct hires.
• Resolve customer enquiries and ensure supplier invoices are processed per procedures and governance.
Compliance & Governance
• Ensure adherence to GDPR, Data Retention, and ESB’s IR35 obligations.
• Review and update the CL Risk Control Matrix (RCM) in line with EMP Governance.
• Maintain and improve CL process documentation on the EMP Quality Management System.
Data Management & Reporting
• Gather and analyse data on spend aggregation and service utilisation by agencies and contractors.
• Create detailed monthly reports and updates based on analysed data.
• Review reports for accuracy and completeness before distribution.
Contractor Oversight & Cost Tracking
• Track contractor workdays and calculate costs to support business cases.
• Conduct annual benchmarking of contractor rates.
Dashboard & Strategic Insights
• Update and verify source data for CL Dashboards.
• Review strategic trend data and extract key insights.
Continuous Improvement
• Identify and deliver required business process improvements.
• Review current processes and ways of working to ensure they are efficient and effective
Experience and Qualifications
Essential
• A minimum of 5 years’ experience in a relevant role preferably with business administration responsibilities
• Strong communication skills, both written and verbal, for documentation, reporting, and influencing.
• Strategic & Operational Experience, with an understanding of how frameworks operate, and an ability to map, evaluate, and improve operational processes.
• An ability to identify and mitigate risks within framework operations, and ensure frameworks align with corporate governance and quality standards
• Strong Stakeholder Management skills, with a proven ability to work confidently with internal teams, external suppliers, and senior management.
• An excellent working knowledge of MS Outlook, Word, Excel and PowerPoint & SharePoint. With a familiarity with tools like SAP or similar. It is also important that the candidate is comfortable using digital tools for collaboration, reporting, and workflow management.
• The candidate must have the ability to support or lead change initiatives, stay updated on best practices and tools, as well as being proactive in resolving issues and improving service delivery.
• A relevant 3rd level qualification or equivalent work experience is essential.
Desirable
• A high level knowledge of the requisition to payment process within ESB, or a company of similar scale.
• Knowledge of ESB’s organisation structure and ESB’s Procurement Policies
• Knowledge of GDPR.
• Knowledge of SAP SRM systems.

This position will be based in Engineering and Major Projects, One Dublin Airport Central, Dublin Airport, Cloghran, Co. Dublin

Salary
€57,000 - €68,000 per annum
