Position Description  

As part of Enterprise Services, Facilities Management (FM) team, provide a strategic role in enabling ESB to manage buildings and the facilities assets effectively and efficiently there in, aligning to ESB’s brighter future strategy. FM manage all building services to circa 140 premises across the ESB estate. This includes asset management, asset maintenance and replacement, also strategic asset planning, fabric refurbishment projects and capital works along with the provision of all soft services including cleaning, catering, landscaping and building services etc. 

 

This role reporting to the Technical Services Manager is responsible for the technical management of ESB Buildings mainly in the Greater Dublin area, i.e. ESB HQ, 1DAC, Santry, Eastwall, Leopardstown, Finglas. This is a key technical role as such will be expected to provide technical expertise across the wider ESB estate as required. 

 

Key Responsibilities

  • Overseeing the commissioning of building assets and developing an in depth understanding of new systems  

  • Establishing requirements for ongoing technical management of the buildings and providing technical specifications for inclusion in FM contracts   

  • Develop technical knowledge and understanding of the buildings, building services plant and equipment, and BMS controls   

  • Optimising the management of the buildings through the BMS systems.  

  • Overseeing building systems including BMS, HVAC, electrical, life safety systems, lighting, alarms and alarm monitoring systems and ensuring all background services in the building run effectively  

  • Overseeing the PPMs (Planned Preventative Maintenance) requirements for the building and ensuring arising issues are managed  

 

Project Management – Delivering M&E projects in line with ESB policies and standards including not limited to:  

  • Assembling and managing relevant professional teams 

  • Producing sketch scheme proposals, tender information, construction information, as-built information for projects including drawings, specifications, schedules and scope of works documents.  

  • Ensure relevant sign off on the various stages of the project with respect to compliance (H&S and Building Regulations).  

  • Providing technical input to the FM Capital projects team on regional projects as required 

  • Providing technical support and input to technical services team.  

  • Management and monitoring of the energy efficiency of the building and working with service providers, advising internal external stakeholders to ensure that this is achieved.    

  • Inspection of the buildings noting mechanical, electrical, general maintenance requirements, resolving issues  

  • Oversight of BIM model  

 

Knowledge, Skills and Experience 

Essential 

  • Minimum of 5-7 years’ experience in managing large modern buildings   

  • Extensive project management experience and proven track record in project delivery 

  • Experience of BMS systems  

  • IOSH Managing Safely for Construction Managers, including risk assessments etc  

  • Experience with CAFM (Computer Aided Facilities Management)  

  • Strong organisational skills and document control a requirement  

  • Proven problem-solving skills 

  • Understanding of construction regulations (PSDP / PSCS) 

  

Desirable 

  • Experience and knowledge of safety systems, eg, OHSAS 18001  

  • Experience and knowledge of environmental systems, eg EMS 14001  

  • Knowledge of Energy Management System Standard:   ISO 50001:2018  

 

Qualifications 

Essential 

 

  • Degree qualified in an Engineering field (Electrical, Mechanical, Building Services, Controls, etc.) Background in electrical/mechanical engineering or equivalent

 

Desirable

  • Membership of a professional institute (CIBSE, Engineers Ireland, etc.) 

  • Project Management (Prince-2 or equivalent).  

  • Safe Pass 

  • PSDP / PSCS qualification 

 

Location 

Dublin, travel to other regional locations is a feature of this role 

 

Salary

€50,000 to €60,000 per annum
