Join the Planning and Environment group within the Civil, Environmental & Renewables (CER) Department of ESB Engineering & Major Projects (EMP), which is committed to delivering energy projects in Ireland and abroad and which is key to achieving the ESB’s 2040 net zero ambitions. We are looking for an Environmental Consenting (Licencing) Specialist to contribute to the ESB’s Net Zero by 2040 Strategy centred on decarbonising our electricity system, delivering resilient infrastructure, and empowering customers.
Position Description
The Environmental Consenting Specialist will be a member of the Planning and Environment Group within the Engineering and Major Projects (EMP) business unit. A minimum of 7 years of experience in an environmental assessment and consenting related field will be required. The successful candidate will assist with and be responsible for delivery of environmental consenting, environmental impact assessments (EIA), sub-threshold environmental reporting and environmental licensing for onshore projects.
Key Responsibilities
- Commissioning, preparation, management, and review of multi-disciplinary environmental assessment reports for consent applications e.g. CEMP, constraints / feasibility studies, specialist studies, environmental reports.
- Project management of all environmental related workstreams on consenting projects including:
- Input into consenting strategies including identification and communication of risks and opportunities.
- Project tender preparation, evaluation, sub-contractor and project management
- Coordination and technical review of environmental studies and surveys to accompany planning consent (and other) applications.
- Assist with stakeholder management activities (internal and external) and engagement with statutory authorities.
- Collaborate and coordinate with other teams across ESB to successfully deliver projects in a timely manner.
- Maintain an up-to-date knowledge of relevant environmental regulatory requirements for ESB development projects especially in areas of new technologies and legislative
Experience and Qualifications
Essential
- Level 8 Environmental or Science Degree or equivalent qualification.
- A proven track record of successfully project managing and co-authoring Environmental Impact Assessment Reports (EIARs) and/or other environmental assessments.
- An up to date working knowledge of the environmental regulatory requirements within Ireland related to consenting of major infrastructure projects and the consenting process of major developments.
- A professional manner with strong inter-personal skills, with an ability to communicate at all levels and deliver high results.
- Strong stakeholder management skills and proven track record of managing internal and external stakeholders including contributing to correspondence and consultation with statutory bodies e.g. planning authorities.
- Demonstrated ability to collaborate and problem solve with other key stakeholders.
- Strong organisational skills and structured approach to project management and commercial aspects of projects.
- A full, clean valid driving license and access to a car are required.
Desirable
- Level 9 Engineering or Science Degree or equivalent qualification.
- Chartered status (or working towards Chartered status) in a recognised professional institution
- Project Management qualification. Experience in working on energy generation, storage and/or distribution infrastructure projects.
- Awareness of EU and Irish public procurement rules appropriate to a project management role.
- Experience of environmental regulatory requirements in the UK.
- Experience and preparation of other consent applications (e.g. Industrial Emission (IE) Licensing and Marine Consents) and supporting studies and surveys as required.
- Expertise in one or more specialist environmental assessment areas e.g. noise, air quality, surface water quality.
Location
This position will be based in either Cork or Dublin.

Salary
€57,000 - €68,000 per annum
