Frameworks Manager, Smart Energy Services
Position Description
We are seeking a suitably qualified Frameworks Manager to oversee the commercial and contractual aspects of energy efficiency projects and energy centres, from tender and/or development through to completion and handover. You will be responsible for safeguarding the financial and commercial interests of Smart Energy Services (SES) by managing procurement, contractual and legal risk.
You will work closely with our Sales, Commercial, Engineering and Service Delivery teams, both on behalf of ESB and with external customers, supporting the successful delivery of projects in a safe, efficient and sustainable manner.
Smart Energy Services was established to design, develop and deliver integrated energy management solutions for large energy users across Ireland and the UK. SES supports businesses in their Net Zero transition through tailored solutions encompassing energy efficiency, on‑site generation and demand‑side management technologies. We work in partnership with our customers to develop innovative technical and commercial models that reduce carbon emissions, manage energy costs and deliver sustainable, long‑term shared value.
The successful candidate will be expected to:
- Participate in multiple strategic projects.
- Move between various customers and projects as required.
- They may also be required to work on projects in UK and ROI at the same time.
Key Responsibilities
- Manage all Framework Agreements for the suite of products currently in place in SES in line with business objectives, ensuring that approvals are in place and are kept up to date.
- Work with the commercial team to develop innovative procurement solutions that maximise flexibility for the business within the regulatory constraints in each jurisdiction.
- Develop new Framework Agreements or other procurement strategies for emerging technologies, with the support of ESB Procurement, and identify optimum procurement strategies as appropriate to meet the needs of the Business.
- Develop annual Framework plans and build quality relationships with internal and external stakeholders (including key vendors/suppliers).
- Using procurement and market knowledge, provide leadership and direction for the SES suite of technologies.
- Ensure tenders managed by SES are conducted in compliance with ESB Procurement Policies and Procedures.
- Provide contract management support to the business users and contract owners for tenders & framework agreements.
Experience & Qualifications
Essential
- Minimum 7 years relevant work experience in a procurement, commercial, technical, financial, or other relevant role.
- A third-level degree in business, law, supply chain management, or equivalent work experience.
- Strong commercial mindset with proven ability to analyse, understand and articulate key drivers of financial performance.
- Advanced negotiation, influencing and stakeholder management skills, including engagement with senior management.
- High‑level analytical and financial modelling capability to support investment decisions and commercial proposals.
- Strong business writing, communication and presentation skills, supported by confident IT proficiency.
- Full, clean Irish driving license.
Desirable
- Understanding of energy management, energy efficiency and distributed generation technologies.
- Experience in new technology introduction.
Location
The successful candidate will be based in Swift Square, Santry, Dublin 9; however, some countrywide & international travel may be required from time to time.
Smart Working at ESB is designed to make ‘in-person’ time together as purposeful as possible while also enabling the effective use of digital tools and hybrid arrangements to preserve our commitment to flexibility. The successful candidate may work flexibly within the jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.

Salary
€71,900 - €84,600 per annum (depending on experience)
