Health and Safety Manager
Position Description
ESB Telecoms Ltd., a wholly owned subsidiary of ESB, develops, operates and maintains a national telecommunications infrastructure and is an independent wholesale provider of telecommunications services in the Irish market.
The network comprises of an Optical Fibre Transport Layer and Radio Tower infrastructure. To support both business’s we also manage an extensive list of approved contractors and sub-contractors.
An application is invited for the position of Health and Safety Manager.
As the Safety Manager, you will be a key member of the ESB Telecoms leadership group, providing support and direction to all staff on matters of Safety, Health, and Wellbeing. In this leadership position, you will be responsible for promoting our Safe and Sound culture and ensuring that our safety processes are actively maintained and continually improved.
This role is pivotal in promoting a safe working environment and embedding our shared values as we work to deliver ESB Networks’ Net Zero Strategy.
Key Responsibilities
- Cultivate a strong safety culture, ensuring that safety is prioritised and valued at all stages of our activities, and inspire and motivate Customers, Contractors and ESB Telecoms staff to embrace safety as a core value. Drive change initiatives to embed a proactive safety mindset.
- Oversee the safety team, encouraging professional growth, ensuring high performance with providing clear direction and support.
- Professionally interact with senior external safety managers, ESB supervisors, and ESB Telecoms customers.
- Develop and manage the safety improvement plan, programs and provide regular reporting to the management team, and undertake contractor safety audits and manage audit schedules. Create and implement workplace health and safety procedures. Manage internal health and safety training and contractor training.
- Lead the Management process ensuring robust and effective risk management practices. Attend safety leadership groups, committees and programs as required within the business.
- Ensure compliance with all safety and health legislation and the ISO45001 Safety Management System. Undertake a structured program of risk assessment, documented safe systems of work, training and safety approvals.
- Manage the approval of contractor work requests ensuring clarity, consistency, accuracy, accessibility whilst ensuring compliance with safety processes and procedures, and investigate accidents and incidents to find cause and take prevention measures for further incidents. Prepare and present reports on accidents and violations and determine causes.
- Ensure all statutory obligations and safety responsibilities are met, including compliance with relevant health and safety legislation. Ensure compliance with all environmental legislation and the ISO14001 Envirnomental Management System & manage ESB Telecoms safety budget and third-party access control software. Be available for on-call arrangements.
Experience and Qualifications
Essential
- Minimum 7-10 years experience in this role, or similar role.
- Proven safety leadership experience.
- A degree or diploma in Health and Safety, or equivalent work experience.
- A full clean driving licence.
- Excellent leadership, influencing, stakeholder management, and communication skills.
- Proven capability to deliver safety programs effectively and efficiently.
- Ability to work on one’s own initiative and to be an active, supportive, and positive team member.
- Knowledge and experience in managing people, encouraging their development, and ensuring high performance.
- Capability to work with people at all levels of the organisation, building strong relationships and fostering collaboration.
Desirable
- Familiarity with Safety, Health and Welfare at Work (Construction) Regulations.
- Technical knowledge of ESB’s electrical and/or telecommunications networks.
Location
The position is based in the ESB offices in Swift Square, Santry, Co. Dublin. Flexibility for travel to meetings in other ESB offices or sites throughout Ireland is required.
Smart Working at ESB is designed to make ‘in-person’ time together as purposeful as possible while also enabling the effective use of digital tools and hybrid arrangements to preserve our commitment to flexibility. The successful candidate may work flexibly within the jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.

Salary
€71,900 - €84,600 per annum (depending on experience)
