Market Operations Lead [Temp 24 Months]
Position Description
The Flexibility Market Design team is part of the DMSO Design pillar of DMSO (Distribution Markets & System Operation). The DMSO Design pillar is formerly known as ‘The National Network, Local Connections Programme which was been established to deliver the capabilities needed in ESB Networks (people, processes and systems) to change how the electricity distribution system is developed and managed.
The Clean Energy Package sets out that “All consumers should be able to benefit from directly participating in the market,” A core objective of the DMSO Design function is to develop integrated designs for ESB Networks’ DMSO organisation. This is an exciting and transformative area, and we are seeking applications from individuals who are interested in playing an active role in establishing these new capabilities in our organisation and our industry.
The Market Operations Lead is part of the Flexibility Market Design team in the DMSO Design pillar. This team is responsible for setting the development of the appropriate market-based solutions to enable customers to contribute directly and benefit from the transformation in the distribution network. Through flexible services customers will be able to offer their capabilities in demand side response, generation or storage to ESB Networks as DSO to efficiently and securely manage the distribution network.
The team is responsible for:
- Manage existing and future contract schedules such as, but not limited to, validation and settlement. This is done using a Flexibility Services Tracker which will be replaced by a Flexibility Market System over the next 18 months.
- Leading the development of new flexibility products and services in which customers can participate through a phased process of piloting and consultation in coordination with participants, other system and market operators.
- Developing appropriate commercial models to value those services and design appropriate incentives for customers.
- The establishment of appropriate contractual model through which ESB Networks procures and settles these services.
- Develop the appropriate processes through which customers can participate in transmission services and wholesale markets.
Key Responsibilities
- Lead flexibility market operations within the DMSO function.
- Ensure management of the distribution flexible service contracts during commercial operation.
- Ensure validation and settlement of all flexibility products for all customers/service providers providing flexibility.
- Coordinate the establishment of new flexible services contracts through procurement prequalification, tendering and contract award working closely with Procurement and other key stakeholders.
- Contract management of the relevant flexible service contracts with customers/service providers as part of flexibility initiatives.
- Develop required process maps as and when needed
- Implement relevant business processes and procedures to ensure that service delivery for flexible services are monitored, validated and settled.
- Work closely with other teams including Finance, and Operations to monitor expenditure and support financial projection of flexible scheme costs.
- Manage the registration processes for facilitating access to distribution connection customers participation in third party markets.
- Develop and implement an appropriate reporting framework covering market facilitation and flexible services market activity for distribution connected customers
- Support the development of the enduring Flexibility Market System for procuring and settling flexibility services by contributing to requirements gathering, design workshops and end user testing and training
Experience and Qualifications
Essential
-
A primary degree in IT / Engineering / Business or related discipline or equivalent relevant work experience.
- Experience in ESB systems (both ESB group and ESB Networks) or experience in wholesale electricity market operations
- Ability to lead and coordinate the work of others
- Ability to take initiative, identify issues, develop solutions and drive through business improvements.
- Strong analytical and problem-solving skills with data driven decision making
- Good interpersonal skills and ability to work with cross functional teams
- Strong commercial awareness and understanding of commercial/contractual risk management.
Desirable
- Knowledge of existing Irish or European energy market arrangements.
- Experience with electricity market management systems
- Experience with procurement documentation preparation and procurement stages
- Experience with SAP systems (SAP ISU, SAP ERP (ARM / IWM), SAP SRM)
- Understanding of the Distribution electrical grid model
- Experience with OT Systems (NMS, GIS)
Location
This position will be based in Dublin, Finglas.

The successful candidate may work flexibly within their jurisdiction with attendance at the workplace for in-person collaboration on at least one anchor day per week. All smart working arrangements are subject to manager approval and ongoing review, based on the operational requirements of the role, the team, and the individual. There may be a requirement to attend regular meetings with stakeholders who are primarily Dublin-based.

Salary
€71,000 to €84,000 per annum
