Overhead Lines and Cables Claims Manager
Position Description
ESB fulfils its Statutory Obligations in relation to valid landowner claims for the placing of lines and cables in an efficient and effective manner. This is achieved through a dedicated Claim Manager who sits within the Strategic Land Access Team.
The Manager is responsible for all aspects of compensation claims management and legal engagement including the coordination of both internal and external resources from establishing claim entitlement to reaching claim resolution/settlement. The role involves providing support on various aspects of compensation management processes within the delivery business and ESB Legal, researching, analysing and coordinating both internal and external stakeholders while also attending Statutory Arbitration and Court hearings as required.
In the role, the Claims Manager will interact at senior level with key stakeholders to facilitate and support delivery of large projects and programmes of national interest. These key stakeholders include third party Valuers, Planners, Consultants, IFA, Coillte, Local Authorities, Landowners etc.
Key Responsibilities
- Ensure that there is a robust and effective process for dealing with claims. Review all claims and verify if a claim is to be engaged with or rejected.
- Ensure that the basis of rejected claims is agreed with Legal and engage in appropriate correspondence. with Valuers, Agents or Landowner.
- Provide advice on best practice in relation to claims and landowner engagement issues to project and design teams in ESBN and E&MP
- Build and maintain strong relationships with Legal, Delivery & Design teams, Eirgrid etc
- Engage with our external Valuers and Planners to recommend an offer of compensation for approval.
- Manage all aspects of case information requirements for Statutory Arbitrations including the preparation /swearing of affidavits and the provision of evidence as appropriate.
- Management of all Agent correspondence and issues relating to Statutory claims ensuring all contributors meet the required business and Statutory deadlines.
- Management of all issues relating to Mast Interference Payments.
- Allowance owner for the relevant Strategic Land Access Allowances.
- Regular briefings of ESB’s external Valuers and Planners regarding ESB’s strategic objectives ensuring they also retain an appropriate understanding of the infrastructure being placed.
- Contribute to overall business development strategy.
- Complete Programme Risk Assessment processes on all proposals
- Seek cost savings on all programme and initiatives.
- Ensure the processes & controls are in place to meet Corporate Governance demands, including environmental issues.
- Contribute to the preparation of budgets as required.
Experience and Qualifications
Essential
- Minimum of 7 - 10 years' experience in ESB Overhead Line and/or Cable Construction and Landowner Engagement.
- A relevant Professional qualification or relevant work experience is essential.
- Excellent interpersonal skills and letter/report witting skills
- Excellent leadership skills and the ability to meet deadlines influencing staff and external Advisors not reporting to the jobholder.
- Ability to adopt to changing priorities.
- Ability to maintain calmness in the face of adversity.
- A full driving licence is essential
Desirable
- A knowledge of the ESB’s Policies and Procedures regarding the construction of Overhead Lines.
- Experience of giving evidence in Court/Arbitration settings under Cross Examination.
- Membership of Engineers Ireland or similar is desirable
- Negotiation experience
- Minimum of 4 years line management experience
Location
Base location is flexible and will be agreed following the appointment of the successful candidate. This is a national role and there will be a requirement to attend meetings with stakeholders and ESB Senior Management in various locations nationwide but primarily Dublin & Midlands.
Smart Working at ESB is designed to make ‘in-person’ time together as purposeful as possible while also enabling the effective use of digital tools and hybrid arrangements to preserve our commitment to flexibility. The successful candidate may work flexibly within the jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.

Salary
€71,000 to €84,000 per annum
