PMO Senior Team Leader
The PMO is moving from a centralised support function to a Hub and Embedded Spoke Model to improve project outcomes, strengthen delivery assurance, and better align the project management capability with the scale and complexity of EMP’s capital portfolio.
The capital delivery environment has changed materially since the PMM and PMIS were introduced in 2019. Project volume, pace, scale and complexity have increased significantly, while external scrutiny and assurance requirements, particularly under PR6, have intensified. This change is not about adding bureaucracy or enforcing compliance. It is about putting capability where it delivers the greatest value: inside project teams, at the point of delivery.
The Hub (PMMO)
The PMMO remains the central owner of:
- Project Management Methodology and standards
- Governance, assurance, and PMIS
- Capability development, competency standards, and training
- Advanced risk management expertise
- Resource planning, deployment, and professional line management
Headcount, performance management, and capability development remain centralised, protecting consistency, career pathways, and professional standards.
The Spokes (Embedded Support)
PMO specialists are embedded directly within project teams across NPD, GPD, PCO and other portfolios. They:
- Work as part of the core project team, providing essential project management support to facilitate best practice management of projects.
- Attend project team anchor days and collaborate closely with Project Managers
- Provide hands-on support in project planning, facilitation of workshops, project governance, reporting, and risk
- Apply PMM and PMIS pragmatically, scaled to project size and risk
This embedment creates shared ownership of outcomes and enables earlier intervention, better decision making, and stronger alignment between delivery and governance.
The PMO Networks Team Lead position will be in the PMMO hub providing direct support to projects as required. The Team Lead will lead and manage the PMO specialists who are charged with supporting Networks projects. The role of Team Lead, duties include developing and managing a growing team of direct reports effectively to maximise individual and team potential in order to support all allocated programmes and projects to the highest standards.

Responsibilities will cover the items below:
Team Lead Management Responsibilities
- Onboarding of new joiners to PMO
- Coaching/Mentoring of new joiners to PMO
- Development of the team members including annual OKR reviews, performance management and development, clear goal setting and monitoring, mentoring and coaching
- Work management, including working with PMO Manager to prioritise all internal and external demands and work requests
- Lead out on continuous improvement measures on all aspects of service area
- Resource planning to meet ongoing demands
- Monitoring and reporting on the team's performance and key indicators.
- Responsible for regular engagement and communication with all team members as well as wider network of stakeholders.
Team Lead Project Responsibilities
- Driving PMM orientation for users within the project management community
- Provision of facilitation services
- Lead out on the application of PMM processes, tools and templates
- Embed feedback / lessons learnt on PMM processes
- Project lifecycle to aid continuous improvement of PMM
- In conjunction with PMO Manager drive the roll-out of PMIS and PMM to the PM community.
- Stakeholder Management and Engagement
Knowledge, Skills and Experience
Essential
- 7+ years relevant experience required
- Excellent project/programme management experience and knowledge along with excellent knowledge of PMM / PMBoK
- Previous project management experience on major construction projects
- A proven track record in project managing the delivery of engineering projects
- Stakeholder engagement at multiple levels across the organisation
- Excellent facilitation, influencing and communications skills
- Self-motivated with excellent planning and time management skills and strong attention to detail
- High level understanding of ESB Project Delivery infrastructure in particular the Networks Business and knowledge of Network Assets
- Knowledge of commercial implications of project delivery
- Significant experience of working from own initiative and taking ownership of work/projects
- Full Irish / EU driver’s license and flexibility to travel nationwide
- Commitment to ESB’s Health, Safety, and Environmental Standards
Desirable
- Previous experience of leading a team or project including resource planning, performance monitoring
- Experience of and understanding of change management projects with an emphasis on embedding new processes and continuous improvement.
- Strong knowledge and experience of development, construction or utility projects
- Previous experience of working in a PMO
- Strong analytical skills, and experience with relevant data reporting tools (such as Power BI, Excel, or other business intelligence platforms) could be advantageous.
- Experience of Coaching and Mentoring
Qualifications
Essential
Third level qualification in Engineering, a Project Management discipline or equivalent work experience.
Desirable
Project Management Professional (PMP) or similar certification
Location
This position will be role will be primarily based in Engineering & Major Projects Office, The Sidings Building in Dublin 2. This role may also include travel around Ireland and/or UK.

Salary
€71,000 - €84,000 per annum
