People Operations Compliance Specialist
Position Description
People Operations delivers key services across the employee lifecycle, including recruitment, onboarding, employee administration, reward and benefits, learning and development operations, payroll and time administration. The function also supports employee data, management information, quality, performance, compliance and continuous improvement across end-to-end HR processes.
The Compliance Specialist will support a high-volume People Operations function by contributing to effective operational compliance, demand management, performance reporting and continuous improvement.
Working closely with the People Operations Demand Manager and wider Risk and Compliance team, the role will support governance and compliance activities, help manage incoming work demand, develop and monitor operational KPIs, support reporting dashboards, and contribute to initiatives that improve efficiency, service delivery, across People Operations.
Key Responsibilities
- Ensure People Operations processes operate in line with internal policies, governance standards, controls and regulatory requirements.
- Co-ordinate and support audits, compliance reviews, risk assessments and remediation activities, maintaining accurate records and evidence repositories.
- Support the management, tracking and prioritisation of operational demand, providing insights on workload, capacity, demand trends and resource planning.
- Monitor and report on demand, capacity, KPIs, SLAs, risk indicators and other operational metrics, identifying trends, bottlenecks and opportunities for improvement.
- Develop and maintain operational dashboards, management information and reporting tools to support data-driven decision making.
- Contribute to transformation, process improvement and service enhancement initiatives through analysis, testing, documentation and implementation support.
- Build effective relationships with stakeholders across People Operations and the wider business, providing insights, recommendations and support to improve service delivery and performance.
Experience and Qualifications
Essential
- Minimum of 5 years’ relevant experience in Human Resources, People Operations, HR services, shared services, compliance, business operations, reporting, demand management or a related environment.
- Third-level qualification or equivalent relevant work experience.
- Strong analytical and problem-solving skills, with the ability to interpret data and identify trends, risks and opportunities for improvement.
- Experience developing and maintaining dashboards, management information, performance reporting or operational tracking tools using Excel, Power BI, Tableau or similar tools.
- Demonstrated experience supporting the definition, tracking and reporting of KPIs, service measures or operational metrics.
- Strong Excel and data analysis skills, with excellent attention to detail.
- Excellent organisational skills, with the ability to manage multiple priorities in a busy and changing operational environment.
- Strong written and verbal communication skills, with the ability to engage effectively with stakeholders across teams and functions.
Desirable
- Experience supporting transformation, process improvement, change projects or service improvement initiatives.
- Understanding of end-to-end HR processes and the employee lifecycle
- Understanding of governance, risk, compliance, audit, GDPR, controls or contract management activity.
- Certification or formal training in data analytics, business analysis, project management, risk/compliance or a related discipline.

This position will be based in ESB Head Office, F27, Dublin 2
Smart Working at ESB is designed to make ‘in-person’ time together as purposeful as possible while also enabling the effective use of digital tools and hybrid arrangements to preserve our commitment to flexibility. The successful candidate may work flexibly within the jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.

Salary
€59,900 - €70,500 per annum (depending on experience)
