Position Description
As Electricity Markets & Regulatory Strategy Manager, you will operate at the intersection of regulation, trading and investment strategy, helping shape how ESB responds to one of the most significant transformations in the energy sector.
This is a highly visible role where your insights will directly influence commercial decision-making, market participation strategies and investment opportunities across the Single Electricity Market covering Ireland and Northern Ireland, and the GB power market. Your ability to identify commercial opportunities arising from regulatory and market change will help ensure ESB remains competitive in rapidly evolving energy markets.
Working within the Regulation & Compliance team, you will act as ESB’s market and regulatory strategy lead, combining deep knowledge of electricity market rules with a strong commercial mindset. This role goes beyond regulatory interpretation. We are looking for someone who can translate complex market arrangements into competitive advantage, influence future market design and create value for the business through insight, innovation and strategic thinking.
You will lead projects driven by regulatory change, partnering closely with colleagues across Trading, Asset Development, Asset Management and Strategy. You will also represent ESB in regulatory consultations and industry forums, helping shape the future evolution of electricity markets while advocating for outcomes that support ESB’s strategic objectives.
Key Responsibilities
- Monitor and assess regulatory and market developments, identifying both risks and commercial opportunities arising from changing market arrangements.
- Translate complex market rules and regulatory frameworks into commercially actionable insights that support trading, investment and strategic decision-making.
- Analyse the direct and indirect financial impact of regulatory changes, ensuring ESB remains competitive and well-positioned in evolving electricity markets.
- Identify opportunities to maximise value from market participation, capacity markets, interconnector developments and emerging market mechanisms.
- Lead and influence responses to market rule changes, consultations and regulatory developments, ensuring ESB’s commercial interests are effectively represented.
- Develop and advocate for market and code modifications that support ESB’s strategic objectives and create long-term value for the business.
- Build strong relationships across Trading, Strategy, Asset Development and Asset Management teams to ensure successful implementation of market and regulatory strategies.
- Represent ESB with regulators, system operators and industry working groups, influencing future market design and industry outcomes.
- Ensure regulatory obligations are effectively managed while enabling commercial innovation and value creation.
- Lead, coach and develop junior team members, fostering a high-performance culture built on curiosity, collaboration and commercial awareness.

Experience and Qualifications
- Approximately ten years’ experience working in electricity market regulation, market design or market development.
- A minimum of three years’ experience working on market rule reform, regulatory change or market development in a commercial environment.
- Strong knowledge of traded electricity markets and market participation from a generator, utility, trading or market participant perspective.
- Experience analysing complex regulatory frameworks and translating them into business strategy and commercial recommendations.
- Demonstrated ability to influence stakeholders, build credibility and drive outcomes across multiple teams and external organisations.
- Excellent communication skills, with the ability to explain complex technical concepts clearly and persuasively.
- A third-level qualification in economics, engineering, law, finance, business, energy markets or a related discipline, or equivalent relevant experience.
- A proactive, self-starting approach with a strong focus on continuous improvement and commercial value creation.

Reporting To
Head of Regulation & Compliance.
Location
This position will be based in our state-of-the-art Fitzwilliam 27 Dublin office, with occasional travel required.
Smart Working at ESB is designed to make ‘in-person’ time together as purposeful as possible while also enabling the effective use of digital tools and hybrid arrangements to preserve our commitment to flexibility. The successful candidate may work flexibly within the jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.
Salary
€86,371 - €101,612 per annum
