Position Description

Facilities Management provides services to over 140 ESB premises nationally, ensuring safe, suitable and well-maintained workplaces that enable the ESB Group to deliver its business objectives.

 

Within Facilities Management, the Capital Projects team is responsible for the delivery of the ESB capital works programme through a multidisciplinary team of internal and external resources.

 

The Senior Design and Construction Manager leads the delivery of constructionbased capital projects across existing ESB premises, ranging from internal fitouts and services upgrades to fabric and wholebuilding upgrades. The role requires a strong background in architecture, design and construction, deep knowledge of building regulations and statutory compliance, and experience working with existing buildings.

 

In support of ESB’s strategic objectives of decarbonising electricity, building resilient infrastructure and empowering clients, the role ensures that capital projects are delivered safely, sustainably, on time and within budget, while aligning with ESB Net Zero, smart working and workplace standards.

 

Key Responsibilities

  • Deliver multiple constructionbased capital projects across various locations, ensuring compliance with ESB policies, statutory legislation, and health and safety requirements, and achieving safe, costeffective and timely outcomes.
  • Act as Project Manager from concept design to completion, leading multidisciplinary internal and external teams to deliver projects on time and within agreed budgets.
  • Fulfil the role of design leader and design coordinator where required, with responsibility for design management on construction projects.
  • Manage capital works programming, resource and staff allocation based on project complexity, priority and competency, including delivery of larger projects with annual spend up to €3–5m.
  • Align capital projects with ESB Net Zero strategy and Group workplace standards, including sustainability, smart working initiatives, space planning and partial fitouts across the ESB estate.
  • Ensure compliance with planning and building regulations, health and safety legislation, and capital project governance frameworks, including management of construction framework contracts and RIAI contract administration.
  • Lead, mentor and advise capital projects team members, contribute to the development and continuous improvement of policies and procedures, and work collaboratively with Facilities Management, Telecoms, Group Property, IT and other ESB teams.

 

Experience and Qualifications

Essential

  • Minimum 5+ years’ relevant experience in construction project management, with proven delivery of building projects including offices, stores, depots and protected structures.
  • Strong knowledge and practical application of legislation relating to planning, construction, health and safety, energy and conservation, including statutory duties, permit‑to‑work systems, risk assessments and method statements.
  • Proven leadership and delivery capability, including leading and motivating teams, managing internal and external stakeholders, and managing construction contracts, including acting as Contract Administrator on RIAI contracts.
  • Relevant third‑level qualification in architecture, architectural technology or equivalent relevant experience.
  • Technical competence in AutoCAD, Revit and Safe Pass.
  • A full, valid Irish driving licence is required. 

Desirable 

  • Formal project capabilities include competence in Project Supervisor Design Process (PSDP) and/or holding a project management qualification, as well as skills in BIM modelling.
  • Experience in sustainability in the built environment, including alignment of projects with sustainability and Net Zero objectives.

 

Location 

This position will be based in ESB’s Head Office, Fitzwilliam 27, Dublin 2.

 

Smart Working at ESB is designed to make ‘in-person’ time together as purposeful as possible while also enabling the effective use of digital tools and hybrid arrangements to preserve our commitment to flexibility. The successful candidate may work flexibly within the jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.

Salary

€59,900 - €70,500 per annum (depending on experience)
