Position Description

 

The successful candidate will be an experienced infrastructure planner who will be responsible for ensuring that compliant and appropriate applications are lodged for new offshore windfarm projects around the coast of Ireland. They will have a strong understanding of the new legislative and emerging requirements in Ireland for this sector and how these requirements shall be implemented within projects

 

They will have strong stakeholder management skills and be able to demonstrate significant experience of successfully delivering infrastructure consents with various statutory authorities in Ireland. The successful candidate will be highly motivated, innovative, commercially driven and have a track record of successfully delivering projects of a comparable nature and scale.

 

 

Key Responsibilities

 

Key responsibilities will include the items below:

 

  • Take ownership and responsibility for the correct preparation of planning and marine area consent (MAC) applications for offshore windfarm projects in Ireland in compliance with legislative requirements
  • Understand in detail the Marine Area Planning Act requirements and translate these requirements into workable detail for project teams to understand and implement on projects
  • Co-ordinate the lodging of various planning and MAC applications for both the offshore and onshore elements of offshore windfarm developments to the appropriate statutory authority
  • Lead interactions and consultations with appropriate statutory authorities like Marine Area Regulatory Authority, An Bord Pleanala, Foreshore Unit, etc.
  • Find solutions to technical consenting issues to assist project teams and advise these teams on technical matters at a strategic level
  • Collaborate and coordinate with other teams across ESB to successfully deliver projects in a timely manner by acting as lead planning expert
  • Maintain an up to date knowledge of relevant environmental regulatory requirements for ESB development projects especially in areas of new technologies like off-shore wind and other emerging marine based technologies.
  • Support various feasibility and screening studies for sites as required by ESB

 

General

 

  • Contribute proactively to the delivery of an inherently safer wind farm projects;
  • Integrate the EHS requirements set out by the project into the environmental consenting aspects of the project; provide package support to their development where necessary;
  • Input into a risk register, EHS assessments and engineering decision log for environmental and consenting matters and feed into wider project processes;
  • Appropriate application of relevant standards and specifications in line with ESB and project expectations.

 

 

Knowledge, Skills and Experience

 

Essential

 

The successful candidate must have:

 

  • Minimum 7 years’ experience in the area of environmental consenting particularly within the marine environment
  • In depth knowledge and experience of the consenting process of major infrastructure developments
  • Demonstrated ability to coordinate, project manage and submit large scale project planning applications
  • Demonstrated ability to translate new and changing regulatory requirements into workable directions for project teams
  • A strong understanding of the Marine Area Planning Act in Ireland
  • A professional manner with strong inter-personal skills, with an ability to communicate at all levels and deliver high performance results
  • Strong stakeholder management skills and proven track record of managing internal and external stakeholders
  • Demonstrated ability to conduct efficient decision making and problem solving in collaboration with other key stakeholders
  • Strong organisational and structured approach to project management and commercial aspects of projects
  • A flexible approach to work, especially where necessary to deliver on project requirements

Desirable

 

  • Experience of consenting offshore wind projects in Ireland or the UK
  • Experience of regulatory requirements in the UK.
  • Full drivers’ licence and access to a car.

 

 

Qualifications

 

Essential

 

  • Level 8 Environmental and/or Planning Degree or equivalent qualification

 

Desirable

 

  • Level 9 Environmental and/or Planning Degree or equivalent qualification.
  • Chartered status in a recognised professional institution
  • Project Management qualification.

 

 

Location

 

The position will be basd in ESB EMP's Offices in Dublin or Cork

 

ESB is committed to offering flexibility in ways of working and we call that Smart Working – combining digital tools with a culture of trust and empowerment to enable flexible and remote ways of working. 

  

The successful candidate may combine working from home within the Republic of Ireland, with attendance at base for in-person collaboration, the frequency of which is agreed with the manager and may change as we learn about hybrid working.  Site visits is also a feature of this role which will require a certain amount of travel within Ireland.
