Position Description 

ESB Networks plays a key role in Ireland’s energy transition. The Senior Regulation Specialist is an exciting role that provides expert regulatory and policy support across ESB Networks, ensuring that the organisation anticipates, responds to and influences regulatory and policy developments in a manner that supports safe, sustainable and efficient delivery of the network for our stakeholders. 

The successful candidate will be responsible for coordinating regulatory inputs across the business, managing consultation responses, supporting senior management and external engagement, and ensuring that ESB Networks’ regulatory outputs are of a consistently high standard. The position operates across a broad and evolving regulatory landscape and requires strong analytical capability, sound judgement, and the ability to work effectively across organisational boundaries. 

This role may occasionally support projects within the wider Commercial and Regulation team. Responsibilities will adapt to regulatory changes and business priorities. 


Key Responsibilities 

Manage and coordinate ESB Networks’ responses to external consultations, including internal engagement, governance, tracking, and follow-up on outcomes. 

  • Lead the coordination and integration of cross-business inputs to craft compelling and influential consultation responses that effectively champion ESB Networks’ positions and strategic objectives. 

  • Representing ESB Networks with key external stakeholders, such as the CRU, EirGrid and Government Departments. This will involve engaging, influencing and representing ESB Networks’ position on many areas aligned with our Networks for Net Zero Strategy. 

  • The role will involve specific requirements to manage stakeholder interactions in relation to the development of transmission infrastructure, including managing engagements with stakeholders and ensuring high quality reports and submissions.   

  • To critically review all policy and regulatory developments in the context of their short/medium/long-term strategic importance to ESB Networks. This may include drafting of high quality, succinct summaries and reports – to tight timelines - for Senior Manager briefing. 

  • Support horizon scanning activities and ensure timely, accessible communication of relevant developments across the business. This may be disseminated through various mediums such as presentations, newsletters and bulletins.   

  • Drive continuous improvement and innovation in regulatory processes, contributing to cross-functional projects and strategic initiatives. 

  • Support the preparation, delivery, and quality assurance of major regulatory reports and submissions, coordinating cross-business inputs and managing regulatory queries. 

  • Provide regulatory and policy input to strategic initiatives, collaborate with internal teams, and contribute to knowledge sharing and capability development within the organisation. 

  • Tracking European and Irish regulation implementation across the business including key actions for ESB Networks in areas such as Climate Action Plan and other policies as they arise.  

 

Experience and Qualifications

Essential

  • At least 7 – 10 years of relevant experience. 
  • Either a 3rd Level qualification or equivalent work experience is essential.
  • Extremely strong communications skills. Experience of formal written submissions and presentations to regulatory bodies or key industry stakeholders.
  • Highly motivated, with the ability to work on own initiative and as part of a team.
  • Excellent analytical skills with the ability to distil complex matters to key issues.
  • Excellent report / submission writing skills.
  • Ability to interpret and analyse regulatory policies and practices.
  • The ability to deliver high quality work to tight deadlines.
  • The demonstrated ability to manage multiple priorities.
  • Excellent Stakeholder Management. 

  

Desirable

  • Understanding of the strategic, commercial and regulatory aspects of the ESB Networks business. 
  • Knowledge of energy sector developments domestically and internationally (e.g. Climate Action Plan) 

  • Understanding of ESB's Group policies in all dealings with staff, customers, contractors, general public etc.  

 

Location 
This position will be based in  ESB Networks Leopardstown Road, Dublin  

Smart Working at ESB is designed to make ‘in-person’ time together as purposeful as possible while also enabling the effective use of digital tools and hybrid arrangements to preserve our commitment to flexibility. The successful  candidate may work flexibly within the  jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.


Reporting To

 This position will report to the Regulation Manager as part of the Regulation and Commercial team in ESB Networks

Salary

€71,000 to €84,000 per annum
