Position Description

This role is a strategic role focused on deliverability assurance across the PR6 (Price Review 6) Transmission Portfolio, required to meet ESB Networks’ obligations as the Transmission Asset Owner (TAO) in full compliance with our licence and the PR6 Contract. The role is pivotal in supporting the organisation’s ability to deliver on its regulatory, financial, and operational commitments by driving robust governance and effective performance monitoring.


This is against a backdrop of an unprecedented level of capital investment in transmission infrastructure, where the scale, complexity, and pace of delivery continue to grow.  Aligned with ESB’s strategic objectives of decarbonising electricity, building resilient infrastructure, and empowering customers, you will play a key role in embedding a culture of delivery excellence, transparency, and accountability across the Transmission function.  You will ensure that the delivery of the Transmission PR6 capital investment programme is aligned with the Integrated Transmission Programme (ITP), Agile Investment and Monitoring Framework (AIMF), and regulatory expectations.


A key aspect of the role will involve optimising the collaborative arrangements between ESB Networks and EirGrid, ensuring cross-functional arrangements between ESB Networks and EirGrid are aligned, optimum and efficient.  The successful candidate will be an excellent and resilient stakeholder manager with the ability to communicate with impact and build relationships. Ideally the candidate will have technical expertise and a good understanding of transmission and distribution networks, and the necessary strategic development of the network.

 

Key Responsibilities

  • Strong leader who will be able to work with senior stakeholders and with the project teams to lead the development and implementation of a comprehensive Delivery monitoring and compliance framework for the PR6 Transmission Programme, ensuring alignment with the Integrated Transmission Programme (ITP), Agile Investment and Monitoring Framework (AIMF), MYP and Q-Plans.
  • Proven ability to work collaboratively with multiple stakeholders, both internal and external to define requirements, design solutions and drive adoption.
  • Work with the Transmission Programme Manager at a strategic level to understand and develop the portfolio and programme requirements. 
  • Work with the Programme Manager, Regional Managers in NCD and EMP and Contractor Framework Manager, to ensure there is the capability and clear delivery strategy for all work within the PR6 Transmission Portfolio.
  • Identify delivery risks and performance gaps, and work with programme and project teams to implement corrective actions and continuous improvement initiatives.
  • Support the development of integrated reporting tools and dashboards, with support from the Business Transformation Manager.
  • Engage with key stakeholders, including the TSO, CRU, and internal governance bodies, to ensure alignment and transparency in delivery performance.
  • Liaise with the Transmission Programme Function to monitor and report on Capex and Opex delivery performance against the PR6 Contract and support the reporting of milestones, delivery obligations (DOs), incentive metrics, and financial performance to the Transmission Governance Board and CRU.
  • Coordinate quarterly and annual reporting cycles, ensuring high-quality, accurate, and timely submissions to internal and external stakeholders.

 

Experience and Qualifications
Essential

  • A primary degree in engineering or equivalent work experience is essential.
  • Minimum 10 years’ experience with min. 4 years’ relevant experience in programme assurance, project controls, or performance management within a complex Transmission infrastructure environment. 
  • Proven experience in developing and implementing assurance frameworks and reporting processes.
  • Strong analytical and problem-solving skills, with the ability to interpret complex data and provide actionable insights.
  • Demonstrated ability to work across multidisciplinary teams, progress new initiatives and influence delivery outcomes.
  • Full clean EU driving licence. Travel is required.

Desirable

  • Experience in Transmission Infrastructure and understanding of the IA and Licence Obligations.

 

 

Location
An appropriate base location will be agreed following the appointment of the successful candidate. This is a national role and there will be a requirement to attend meetings with stakeholders and ESB Senior Management in various locations nationwide but primarily Dublin & Midlands.

Salary 
€86,000 - €101,000 per annum
