Quantity Surveyor, Dublin
Position Description
This unit supports the cost effective delivery of capital and revenue work programmes within ESB Networks. The team’s role is to ensure that appropriate standardised costing units are developed and maintained to allow planned work to be costed and financed realistically, across for the full range of civil & electrical engineering projects; such as electrical substation and infrastructure developments, cabling and overhead line works and associated maintenance works, for all voltage levels.
It supports short, medium and long term costing of projects; review the costings for all major projects prior to their receiving capital approval; provides standardised costing information for use by ESBN/EirGrid on cost planning of capital projects. Develops and maintains Unit Costs for use by Allowance Owners & Network Planners in Price Review submission to CRU, support to Finance and Regulation team when agreeing standard customer charges CRU. The role features considerable interaction with the Programme Team, Asset Managers, Designers, Project Leaders and Network Planners.
The team is made up of a mix of engineers and quantity surveyors team members. The current vacancy requires someone with a strong analytical and commercial background, who will be responsible for the Distribution elements of unit cost estimating function and project cost review reports - ideally with a knowledge of electrical system.
Key Responsibilities
- Lead the Distribution costing function within the team and be responsible for developing and maintaining unit cost estimates for al Distribution related programme and project works
- Ensure that all ESB Networks work projects and programmes have been costed using accurate cost estimates, particularly in support of the Price Review submission and Capital Approval cost review process
- Creation and maintenance on strategic corporate systems (IWM) of all costing units – CUs and BPOs
- Providing key costing inputs into the Price Review processes
- Complete detailed analysis of cost variances between PR5 Allowance, Technical Approvals and final CA projects costs, and reporting key findings to improve accuracy future cost estimates
- Engage with designers, asset managers, planners, and project leaders to identify improvements in cost performance and in cost estimating
- Develop and maintain standard costs / charges for Generators looking to connect to the system for approval by CRU as required by the regulated market
- Manage and maintain the Master Table unit costs data in SAP system for WP planning and reporting of spend against allowance
- Carry out Post Completion reviews to ensure accuracy of costs in IWM
- Monitor programme delivery and cost to ensure that ESB networks meets funding availability
Experience and Qualifications
Essential
- A level 8 degree in Quantity Surveying/Engineering or equivalent.
- A minimum of 5 years post qualification, relevant work experience is essential, with a demonstrated ability to deliver initiatives and projects.
- A commercial mind set with strong analytical and interpersonal skills and report writing.
- Knowledge and experience in unit cost estimating, project cost development and budgetary planning.
- A logical, yet imaginative approach to problem solving.
- Proven ability to build and maintain strong relationships with stakeholders, with the ability to leverage relationships to influence solutions, communication, presentation, interpersonal and analytical skills.
- Ability to understand and make decisions based on the relationships between, financial, safety, and technical risks.
- Strong leadership skills, with significant experience of working from own initiative and taking ownership of work.
- The ability to deliver high quality work to tight deadlines.
- Good understanding of the ESB business, and financial & regulatory control.
- Strong IT skills with proficiency in Word, PowerPoint & more specifically Excel.
- A full clean EU driving licence - travel is a requirement of the role.
Desirable
- Experience in costing/estimating of Civil Engineering / Utility projects would be preferable
- Working knowledge and experience with SAP (FMIS/IWM) would be advantageous
- Quantity Surveyors being MRICS / MSCSI qualified, with Legal Registration under the Building Control Act 2007 is desirable.
- Chartered Engineer status with Engineers Ireland or an institution with whom they have a mutual recognition agreement is desirable.
Location
Finglas, other locations may be considered. Travel within Ireland, as required.

Salary
€57,000 – €68,000 per annum
