Position Description

 

The National Network, Local Connections Programme has been established to deliver the capabilities needed in ESB Networks (people, processes and systems) to change how the electricity distribution system is developed and managed.   

 

The Clean Energy Package sets out that “All consumers should be able to benefit from directly participating in the market,” A core objective of the NNLC programme is to establish the technical capabilities within ESBN, and the appropriate market design and operational coordination with the TSO, to enable this.  This is an exciting and transformative project, and we are seeking applications from individuals who are interested in playing an active role in establishing these new capabilities in our organisation and our industry. 

 

The Market Design and TSO Coordination team in the National Network, Local Connections Programme is responsible for developing the appropriate market-based solutions to enable customers to contribute directly and benefit from the transformation in the distribution network. Through flexible services customers will be able to offer their capabilities in demand side response, generation or storage to ESB Networks as DSO to efficiently and securely manage the distribution network. The team is responsible for:

 

  • Leading the development of new products and services in which customers can participate through a phased process of piloting and consultation in coordination with participants, other system and market operators. 
  • Developing appropriate commercial models to value those services and design appropriate incentives for customers. 
  • The establishment of appropriate contractual model through which ESB Networks procures and settles these services. 
  • Develop new models through which ESB Networks can act as a neutral market facilitator between customers, such as peer to peer exchange models. 
  • Develop the appropriate processes through which customers can participate in transmission services and wholesale markets. 
  • Manage existing and future contract schedules such as, but not limited to, validation and settlement.  

 

 

Key Responsibilities

 

The Commercial Analyst will be responsible for: 

 

  • Engaging in the settlement and validation process for the flexible service providers in the various pilots. 
  • Working with Market Operations Lead in management of the distribution flexible service contracts during commercial operation
  • Analyse the necessary operational and financial information to prepare performance statements for customers operating within flexibility service contracts   
  • Working closely with the Account Holder for each flexible service provider
  • Involved in developing improvements to the settlement tool and testing of same
  • Feeding into market process mapping sessions and development of same 
  • Support the development of enduring operational tools such as market management systems for procuring and settling services by contributing to requirements gathering and end user testing  
  • Support the development of the market design and processes (including registration, qualification, competition frameworks and validation and settlement) for participating in distribution flexible services pilots, in collaboration with internal and external stakeholders.  
  • Work closely with other teams including Finance and Operations to monitor expenditure and support financial projection of flexible scheme costs

 

 

Knowledge, Skills and Experience

 

Essential

 

  • Strong analytical skills 
  • Strong commercial awareness 
  • Good interpersonal skills and ability to work with cross functional teams
  • Excellent written and communication skills
  • Excellent Microsoft Excel skills 

 

Desirable

 

  • Understanding of commercial/contractual risk management
  • Knowledge of existing Irish or European wholesale or retail market arrangements. 
  • Experience with electricity market management systems
  • Knowledge of Procurement rules 

 

 

Qualifications

 

Essential

 

A 3rd Level qualification in Business or equivalent work experience.
