Position Description

ESB Networks’ vision is to create a world-class sustainable Networks business, supporting the company’s commitment to achieving Net Zero by 2040. ESBN Property plays a critical role in this ambition by managing and upgrading a diverse property portfolio to ensure operational efficiency, compliance, and sustainability.

The ESB Networks National property portfolio estate includes office accommodation & engineering depots: Stores buildings External compounds/surfaced areas. These locations also include telecoms buildings, call centres, training centres, operations centres, fleet garages, and miscellaneous storage buildings.

An ongoing capital investment programme is designed to continually reduce the carbon footprint within our workplaces, with a commitment to bring all depots up to a minimum of a B2 energy rating.

The successful candidate will lead the delivery of ESB Networks’ PR6 (2026-2030) refurbishment and compliance programme, ensuring that ageing premises are refurbished in line with current building regulations, sustainability, and safety standards, while supporting day-to-day operational efficiency of our workplaces. This is a key technical role within the Property team that will be central to delivering these objectives and ensuring ESB Networks’ property portfolio supports safe, efficient and sustainable operations.

 

Key Responsibilities

  • Build and maintain a rolling multi-year refurbishment and new build works programme
  • Act as the client’s representative leading projects from concept design through to completion, managing multi‑disciplinary internal and external teams to deliver projects on time and within approved budgets.  This includes working with local managers to agree scope of works and sign off on layout plans and scope of refurbishment projects. 
  • Support the delivery of property projects in line with applicable building regulations, standards and best practice.
  • Contribute to the identification and implementation of opportunities to improve the efficiency and performance of buildings.
  • Work collaboratively with a range of stakeholders to support the successful delivery of capital projects within approved budgets and agreed timelines.
  • Input to scope development, review of design proposals, drawings, and challenge specifications as required.
  • Lead compliant delivery of fire safety improvement programmes and embed fire safety requirements into refurbishment projects, ensuring regulatory compliance and cost control.
  • Attend regular meetings (online and onsite) with the local and service delivery teams to agree site setup, phasing, access/egress, live-site constraints, and safety plans to minimise operational disruption.
  • Undertake regular site inspections to ensure appropriate snagging, commissioning, and handover protocols are completed in full. Maintain as-built documentation including safety files on completion of projects.
  • Capture lessons learned ensuring consistency and value-for-money within the Capital Works Refurbishment programme.
  • Delivery of smaller-scale energy and sustainability projects, including solar PV, energy efficiency upgrades and system optimisation measures, contributing to carbon reduction and operational cost savings across the estate
  • Monitor project progress and contribute to reporting on key deliverables and outcomes.

 

Experience and Qualifications

Essential

  • A relevant qualification in Construction Management, Building Surveying, Civil Engineering, Energy Management or a related discipline
  • Experience leading the delivery of construction, refurbishment or capital projects within a complex operational environment.
  • A strong technical understanding of sustainability in the built environment, including the integration of energy efficiency, carbon reduction and Net Zero principles into project delivery.
  • Knowledge of building services, statutory compliance and fire safety systems, with the ability to make informed, risk-based decisions.
  • The confidence to provide technical challenge, evaluate design proposals and work collaboratively with colleagues, contractors and professional advisors to achieve the best outcomes.
  • Excellent communication and stakeholder management skills, with the ability to build effective relationships and influence at all levels of the organisation.
  • Experience overseeing project budgets and directing multidisciplinary teams across project phases.
  • Familiarity with health, safety and energy management systems such as ISO 45001, ISO 50001 or equivalent standards would be advantageous.
  • A collaborative and solutions-focused approach, combined with strong commercial awareness and sound judgement.
  • A full clean driving licence is required, as travel to ESB Networks locations will be necessary.

 

Location

Base location is flexible within the Republic of Ireland and will be agreed with the successful candidate - Travel will be a feature of this role.

 

Smart Working at ESB is designed to make ‘in-person’ time together as purposeful as possible while also enabling the effective use of digital tools and hybrid arrangements to preserve our commitment to flexibility. The successful candidate may work flexibly within the jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.

Salary

€71,000 - €84,000 per annum
