Regional Person in Charge
Role Description

The role of the Regional Person in Charge will play a part in achieving the companies drive to deliver its Net Zero by 2040 strategy through safe and sustainable management of our Regional ESB Networks building portfolio. The Regional Person in Charge will be the person responsible for fire safety for premises across the region. They will ensure a fire safety management strategy is developed and implemented for each premises working in collaboration with stakeholders including the ESB Networks Fire Safety Manager, ESB Networks property team, and line management to drive a consistent and standardised approach to building management and fire safety management across the business. The successful candidates will be expected to gain a Nebosh International Certificate in Fire Safety and Risk Management or equivalent qualification in the first 12 months of commencing the role. Collaboration with several ESB Network departments, ESB business units (e.g. Enterprise Services, EMP) and external 3rd parties is a key aspect of this role.
Key Responsibilities
- Develop and enforce protocols for a safe and secure workplace, encompassing employees, visitors, and contractors.
- Drive compliance with Minimum Safety Practices For Premises and Depots across the regions ensuring best practice in building management
- Ensure that RAMS are reviewed and collated for all premises specific works and act as point of contact for contractors undertaking works
- Manage the implementation of traffic Management plans and ensure yard duties delegated as appropriate e.g. Yard Gritting
- Ensure all safety incidents are reported, investigated and recorded on shield.
- Implement the fire safety management strategy & fire safety management plan for the premises.
- Manage the implementation & embedding of fire safety systems, procedures and best practice approach to fire safety across all premises.
- Ensure all staff, visitors & contractors are instructed / inducted and kept up to date on general fire precautions and emergency evacuation plans.
- Collaborate with the Fire Safety Manager to schedule and manage fire safety risk assessments for each premises. Address any identified risks through action plans and logs.
- Support the development and maintenance of Emergency Red Box, up to date staff lists / staff and fire marshal registers and review evacuation plans regularly.
- Co-ordinate, lead and document routine in house inspections of fire precautions e.g. inspection of escape routes, weekly testing of the fire alarm, etc.
- Provide assurance e.g. arrange for regular audits, etc., that fire safety is being managed and maintained in each premises in accordance with fire safety standards & legislation.
- Maintain a safe and conducive work environment by overseeing depot housekeeping.
- Coordinate and lead office relocations during building refurbishments
- Log and ensure resolution of premises tickets via facilities helpdesk using Realtime.
- Manage compliance with legislative waste directives and develop correct processing of waste streams.
- Oversee implementation of internal and external environmental audit recommendations
Experience and Qualifications
Essential
- Relevant third level qualification or equivalent work experience
- Excellent communication & interpersonal skills and the ability to engage effectively with stakeholders, managers at all levels, staff and third parties
- Strong leadership capability and ability to work on one own initiative and drive cultural change.
- A flexible approach to work.
- Strong problem solving & decision-making skills.
- In depth understanding of fire safety legislation.
- A minimum of 5- 7 years relevant experience.
- Full clean driver’s license
- Good IT & analytical skills(MS Word, Excel, SharePoint, Microsoft 365 etc)
Desirable
- Fire Safety Management Qualification
- Good knowledge of the Networks business
- Awareness and training of Legionella and Asbestos Management
- Understanding of Fire Safety Systems including fire detection, fire suppression and alarm systems
- Prior experience in auditing and safety management
- Experience and knowledge of key safety systems & processes, such as SHIELD, Risk Assessments, etc.

Salary
Starting from €55,700 per annum
