Position Description

 

The energy industry is rapidly evolving to meet Ireland’s societal, economic, and developmental needs.  In particular, the need for energy independence and ambitious decarbonisation targets in the government’s Climate Action Plan are placing additional demands on the electricity transmission network and driving changes to the way the system is being developed and managed with particular emphasis on security of supply, price stability and connection of renewable technologies. The Commission for Regulation of Utilities (CRU) requires closer working arrangements between ESB Networks and EirGrid to address these challenges and to meet the objectives set out in the Price Review 5 (PR5) decisions. CRU has introduced additional performance monitoring and reporting requirements, including significant financial incentive and penalty arrangements, across a wide range of transmission capital investment activities.

 

The Transmission team within Strategy and Asset Management is responsible for representing ESB Networks’ role as Transmission Asset Owner (TAO). The relationship between TAO and EirGrid as Transmission System Operator (TSO) is governed by the Infrastructure Agreement supported by various interface committees and business processes. The Transmission team play a key stakeholder management role across the business to ensure necessary and agreed structures and processes are in place to manage the strategic relationship between TAO and TSO to meet statutory and regulatory performance and reporting requirements.

 

This is an exciting opportunity and challenging role within the Transmission team and the wider Strategy and Engagement function. It requires an individual that is highly motivated with strong stakeholder and analytical skills and a programme, performance and reporting background who can work well with others both inside and outside the organisation.

The Transmission team member will be responsible for performance management, monitoring and reporting across a range of TAO/TSO processes including, but not limited to, the areas of investment planning & delivery, transmission outage management and delivery of incentive income.  The role involves preparing multiannual plans, supporting external audits, responding to public consultations, supporting the business to deliver, quarterly reports and preparation of annual transmission performance reports and plans for CRU.

 

 

Key Responsibilities

 

  • Develop and build relationships with EirGrid and key internal stakeholders by ensuring a culture of proactive and open communication.
  • Collaborate closely with other teams across ESB (e.g. Regulation, Programme, Finance, E&MP, and Regions) to ensure TAO requirements are delivered.
  • Monitor and report on delivery of transmission requirements in PR5 with a particular emphasis on securing incentive income.
  • Develop and manage initiatives for improvements in internal TAO processes and in joint TAO/TSO processes with particular emphasis on the Transmission Outage Programme and capital works delivery.
  • Support and contribute to the Transmission team in developing and leading innovative plans and solutions to improve TAO/TSO collaboration and information exchange to meet the PR5 challenges and emerging needs.

 

 

Knowledge, Skills and Experience

 

Essential

 

  • 5 years’ relevant experience with particular emphasis on performance monitoring and reporting.
  • Strong analytical and stakeholder skills.
  • A demonstrated ability to meet deadlines and manage multiple priorities.
  • Highly motivated – able to work on own initiative and as part of a team.
  • Strong communications skills.
  • Full Irish/EU Driving licence.

 

 

Desirable


Knowledge and experience of energy sector.

 

 

Qualifications

 

Essential

 

Either 3rd Level qualification or equivalent work experience.

 

 

Location

 

Gateway, Dublin 3.  Flexible/hybrid working arrangements are in operation, with regular weekly attendance at the office/site required.   

 

 

Reporting to

 

The successful candidate will report to the TAO/TSO Interface Manager.
