Position Description

 

The Flexibility Market Design team is part of the DMSO Design pillar of DMSO (Distribution Markets & System Operation). The DMSO Design pillar is formerly known as ‘The National Network, Local Connections Programme which was been established to deliver the capabilities needed in ESB Networks (people, processes and systems) to change how the electricity distribution system is developed and managed.   

 

The Clean Energy Package sets out that “All consumers should be able to benefit from directly participating in the market,” A core objective of the DMSO Design function is to develop integrated designs for ESB Networks’ DMSO organisation. This is an exciting and transformative area, and we are seeking applications from individuals who are interested in playing an active role in establishing these new capabilities in our organisation and our industry. 

 

The TSO DSO lead is part of the FlexibilityMarket Design team in the DMSO Design pillar. This team is responsible for setting the development of the appropriate market based solutions to enable customers to contribute directly and benefit from the transformation in the distribution network. Through flexible services customers will be able to offer their capabilities in demand side response, generation or storage to ESB Networks as DSO to efficiently and securely manage the distribution network.

 

The team is responsible for: 

 

  • Leading the development of new products and services in which customers can participate through a phased process of piloting and consultation in coordination with participants, other system and market operators.
  • Developing appropriate commercial models to value those services and design appropriate incentives for customers
  • The establishment of appropriate contractual model through which ESB Networks procures and settles these services
  • Develop new models through which ESB Networks can act as a neutral market facilitator between customers, such as peer to peer exchange models
  • Develop the appropriate processes through which customers can participate in transmission services and wholesale markets
  • Leading and inputting into the Joint System Operator Programme (JSOP) tasks between the TSO and DSO.

 

The TSO/DSO lead will be responsible for:

 

  • Leading the JSOP tasks assigned to the Flexibility Market Design team. Examples from 2022/2023 (see more info here) include
    • Review alignment of aggregation structures for transmission and distribution services
    • Determine policy for trading of Maximum Export Capacity (MEC) behind a single connection point that enables Hybrid connections sharing MEC.
  • Developing position papers on the JSOP tasks
  • Engaging and collaborating with TSO on the MDT assigned JSOP tasks.
  • Leading engagement with the TSO on all market-based TSO/DSO activities.
  • Ongoing research into TSO/DSO market development within Europe and worldwide.
  • Asses any new/updated policies, frameworks, regulations etc for TSO/DSO impact
  • Contributing to the development of market-based products and services to meet distribution system development, operational and customer needs.
  • Working with the wider DMSO Design team including the Power System Requirements team in developing the appropriate technical specification and products which support market-based solutions.
  • Work with external stakeholders including market participants, TSO and regulatory authorities to develop coordinated solutions to manage system needs through individual or aggregated demand response, generation, and storage.
  • Engage with, and support, the relevant regulatory processes for distribution flexible services and supporting access to wholesale markets and transmission through development, consultation, and approval.
  • Work closely with market operations team to ensure that continuous improvement through market design or requirements changes/learnings are embedded in design updates.
  • Presenting recommendations to industry.

 

 

Experience and Qualifications

 

Essential

 

The successful candidate must be capable of working on their own initiative in developing ideas and solutions for TSO/DSO market activities and interactions.

 

  • A primary degree or equivalent work experience in a related discipline
  • Ability to take initiative, identify issues, develop solutions and drive through business improvements.
  • Good interpersonal skills and ability to work with cross functional teams which will be internal and external
  • Detail oriented
  • Excellent written and communication skills
  • High level of commitment and excellent interpersonal skills with the ability to communicate complex ideas to specialists and non-specialists.
  • 7+ years relevant experience

 

Desirable

 

  • Knowledge of existing Irish or European electricity legislation.
  • Knowledge of Clean Energy Package and Climate Action Plan
  • Knowledge of transmission system process and markets.

 

 

Location

 

Flexible with minimum one anchor day Dublin based. There is a requirement to attend regular meetings with stakeholders who are primarily Dublin-based.

Salary

 

Starting from €66,000 per annum
