Network Telecoms is a function of scale which has undergone substantial transformation, through delivery of multiple work programmes. In addition to our own work programmes to expand and maintain the private telecommunications network used to monitor and control the transmission and distribution networks, we also deploy and deliver telecommunications infrastructure for new demand and generators seeking to connect to the electrical grid to support ESB’s Networks for Net Zero strategy. This requires strong commercial leadership to ensure value is delivered in accordance with our strong governance processes.
The Commercial & Governance Manager is an exciting opportunity for anyone looking to lead and shape the commercial direction and governance of the Networks Telecoms business. The role has responsibility for overseeing commercial strategy, financial oversight and governance frameworks to ensure that the organisation operates efficiently, ethically, and in full compliance with internal policies and external regulatory requirements. The role supports strategic decision‑making, strengthens commercial outcome and enhances organisational integrity through robust governance practices. You will be leading the team responsible for preparation of the annual budgets and supporting reporting on and developing proposals for the Telecoms submission as part of the 5-year revenue allowance process.
Key Responsibilities
- Commercial and Financial Leadership: Provide strong commercial leadership across Networks Telecoms, with accountability for the management, tracking and reporting of regulatory allowance expenditure against budget and forecasts, ensuring financial discipline and transparency.
- Financial Planning and Reporting: Lead engagement with ESB Networks finance teams to coordinate the annual budgeting process and quarterly financial forecasts, ensuring alignment with business priorities, regulatory requirements and ESB Networks financial governance.
- Customer Commercial Governance: Own the commercial governance of customer charging arrangements, ensuring that pricing, cost recovery mechanisms and Service Level Agreement changes are robust, accurately costed and fully compliant with internal and external governance requirements.
- Payments, Invoicing and Financial Control: Provide leadership and oversight to ensure that purchase orders, invoicing and payments are approved, accurate, timely and fully aligned with ESB financial controls and governance standards
- Governance and Compliance Leadership: Act as a governance leader within Networks Telecoms, ensuring full compliance with financial, commercial and business governance requirements, and driving a strong culture of accountability, assurance and audit readiness.
- Business Case Assurance: Lead the review and assurance of business cases and investment proposals, ensuring they are financially robust, appropriately structured and support strategic, regulatory and operational objectives.
- Continuous Improvement and Commercial Capability: Develop and implement continuous financial and commercial performance improvement initiatives, strengthening the commercial maturity, value focus and decision‑making capability of the Networks Telecoms business.
- People Leadership and Development: Lead, mentor and develop the commercial team, providing clear direction, coaching and performance management, while building a high‑performing, engaged and commercially capable team aligned to Networks Telecoms strategic objectives.
- Senior Stakeholder Engagement: Act as a trusted commercial advisor to the Networks Telecoms leadership team and senior stakeholders across ESB Networks, influencing outcomes and supporting informed, evidence‑based decision‑making.
Experience & Qualifications
Essential
- A third level commercial qualification with a minimum of 5 years professional experience in a finance/commercial role
- Strong commercial judgement with the ability to apply financial insight to strategic and operational decisions.
- Strong influencing skills, communication and senior stakeholder engagement capability.
- Strong analytical capability with a track record of evidence‑based commercial decision‑making
- Experience managing financial and commercial risk within robust governance and assurance frameworks
- A full driving licence.
Desirable
- An accountancy qualification
- Proficiency with SAP
Location
The position is based in the ESB offices in Leopardstown, Dublin. Alternative locations may be considered. Flexibility for travel to meetings in other ESB offices or sites throughout Ireland is required.
Smart Working at ESB is designed to make ‘in-person’ time together as purposeful as possible while also enabling the effective use of digital tools and hybrid arrangements to preserve our commitment to flexibility. The successful candidate may work flexibly within the jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.

Salary
€71,000 to €84,000 per annum
