Programme Manager, Telecoms
Position Description
Telecommunications are transforming our lives in the way we live and work and are essential to the remote management of systems and assets. ESB's Networks Telecoms group has over one hundred staff providing the critical operational telecom networks needed to deliver the broadband and data circuits required to control the distribution, transmission and generation systems.
Networks Telecoms deliver this by operating and managing the largest private Telecoms Network in Ireland and are among a leading group of European utilities building our own P-LTE (Private Long-Term Evolution) Network. These initiatives are a critical part of our move to Smart Networks and the digitisation of ESB.
This role is pivotal in supporting the transformation and digitisation of ESB Networks Telecoms, ensuring the long-term reliability and optimisation of critical infrastructure. The successful candidate will take a holistic, long-term view of the HV programme portfolio, shaping direction, governance, and priorities to align with organisational strategy.
Key Responsibilities
- Oversee the development, delivery, and reporting of HV transmission and distribution programmes within Networks Telecoms, including the Asset Replacement and Maintenance Optimisation Programme (ARMO).
- Manage multiple HV projects, ensuring alignment with strategic priorities and optimal utilisation of resources.
- Define and implement programme governance and controls for all assigned HV and ARMO projects.
- Plan, monitor, and track programme progress, adapting to evolving deadlines and dependencies.
- Liaise with Finance and Allowance Owners to manage programme budgets and resource allocation.
- Identify, assess, and mitigate risks and issues across HV and ARMO programmes, taking corrective measures as needed.
- Schedule and lead regular review meetings with internal and external stakeholders.
- Provide concise and timely reports to Governance Boards, Networks Telecoms Leadership Team, and other relevant stakeholders.
Experience and Qualifications
Essential
- Third level qualification in an analytical discipline or equivalent work experience.
- Minimum of 3 years relevant experience as project manager.
- Full clean EU driving licence. Travel is a requirement of the role.
- Demonstrate experience in handling of project and program management methodology and techniques.
- Proven scheduling, capacity and capability management skills.
- Experience in Strategic Planning and aligning programme components to strategic objectives.
- Ability to work positively with the wide range of stakeholders involved in programme management.
- Strong leadership and management skills.
- Good knowledge of budgeting and resource allocation procedures; and
- The ability to find innovative ways to resolve problems.
Desirable
- Project Management Practitioner (PMP) is desirable.
- Knowledge of HV Transmission and Distribution project delivery.
Location
Leopardstown, Sandyford, Dublin.

Salary
€59,000 – €70,000 per annum.
