WAN Programme Delivery Manager, Networks Telecoms

Network Telecoms is undergoing substantial growth; we deliver multiple work programmes which amounts to a significant annual capital and operational investment. In addition to our own work programmes to expand and maintain the private telecommunications network used to monitor and control the transmission and distribution networks, we also deploy and deliver telecommunications infrastructure for new demand and generators seeking to connect to the electrical grid to support ESB’s Networks for Net Zero strategy. The telecommunications network consists of various technologies and the expertise for these technologies resides in the WAN Programme Delivery Team.
The WAN Programme Delivery role is an exciting opportunity for an individual looking to lead and shape technical direction while contributing to the delivery of major capital programmes. The role is responsible for the successful delivery of multiple work programmes and for implementing agreed technology roadmaps. You will lead the team that provides technical expertise across multiple Networks Telecoms technology platforms, working closely with colleagues and delivery partners to ensure the successful delivery of projects and managing/developing key supplier relationships.
Key Responsibilities
- Programme & Delivery Leadership: Provide strong delivery leadership across Networks Telecoms, with accountability for the effective planning, coordination and delivery of complex programmes and projects spanning multiple technology platforms, ensuring commitments are delivered safely, on time, within budget and to agreed quality and performance standards.
- Delivery Planning, Scheduling & Forecasting: Lead the development and maintenance of robust delivery plans, schedules and forecasts, ensuring alignment with approved business priorities, funding profiles, regulatory allowances and overall Networks Telecoms delivery commitments.
- Programme & Project Governance: Establish and operate effective programme and project governance arrangements, ensuring delivery activities comply with ESB Networks project management, assurance and reporting frameworks, and that risks, issues and dependencies are actively managed and escalated as required.
- Cost, Scope & Change Control: Provide leadership and oversight of cost, scope and change management processes, ensuring approved changes are robustly assessed, appropriately governed and aligned with business, regulatory and financial controls.
- Supplier, Contractor & Partner Management: Lead the management of delivery partners, suppliers and contractors, ensuring clear accountabilities, strong performance management, safe working practices and value for money in line with ESB Networks procurement and contract governance requirements.
- Business Case Development & Delivery: Lead the development and delivery of investment proposals and business cases, ensuring delivery strategies, schedules, costs, risks and benefits are clearly defined, achievable and aligned with strategic, regulatory and operational objectives.
- Performance Reporting & Assurance: Ensure high‑quality delivery performance reporting is in place, providing transparent, timely and accurate insights to senior management and governance forums, and supporting effective decision‑making across the delivery portfolio.
- Continuous Improvement & Delivery Capability: Drive continuous improvement initiatives to enhance delivery performance, capability and maturity, embedding lessons learned, best practice methodologies and a strong focus on efficiency, resilience and value delivery across Networks Telecoms.
- People Leadership & Team Development: Lead, mentor and develop delivery teams, providing clear direction, coaching and performance management, while building a high‑performing, engaged and accountable delivery organisation aligned with Networks Telecoms strategy and ESB Networks values.
- Senior Stakeholder Engagement: Act as a trusted delivery leader and advisor to the Networks Telecoms leadership team and senior stakeholders across ESB Networks, building strong relationships, managing expectations and enabling informed, evidence‑based decisions on delivery priorities.
Experience and Qualifications
Essential
- Third level engineering related qualification or 7-10 years work experience.
- A full clean driving license.
- Programme Delivery: The demonstrated ability to meet deadlines and manage multiple priorities.
- Leadership and Communication: Excellent leadership, influencing, stakeholder management, and communication skills.
- Initiative: Self-motivated with excellent planning and time management skills and strong attention to detail.
- People and Stakeholder Management: Knowledge and experience in managing people, encouraging their development, and ensuring high performance. Proven stakeholder management skills, including ability to work collaboratively and engage positively with senior stakeholders.
- Teamwork and Interpersonal Skills: Capability to work with people at all levels of the organisation, building strong relationships and fostering collaboration. Be an active, supportive, and positive team member.
- Strategic Thinking: A strategic thinker and problem solver with the ability to manage multiple activities and initiatives in the context of the “bigger picture”.
- Decision Making: Strong analytical skills with ability to use data driven insight and / or industry analysis to support strategic decision making.
- Change Driver: An inquisitive mind and willing to challenge conventional models.
- Risk Management: Experience in risk management; the identification, assessment, mitigation, tracking, control and management of project risks
Desirable
- Technical Skills: Knowledge of telecoms technologies including SDH/MPLS-TP/IP protocols, microwave radio, DWDM optical networking, satellite communication, LTE technology
- Documentation Skills: Experience with writing board-level documentation.
Location
This position will be based in ESB offices in Leopardstown Road.
Smart Working at ESB is designed to make ‘in-person’ time together as purposeful as possible while also enabling the effective use of digital tools and hybrid arrangements to preserve our commitment to flexibility. The successful candidate may work flexibly within the jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.

Salary
€71,000 to €84,000 per annum
