Senior Regulation Analyst
Position Description
This role is central to supporting ESB’s strategic ambitions in renewable energy growth across Great Britain (GB), Ireland (ROI), and Northern Ireland (NI). The Senior Specialist will provide regulatory insight and strategic guidance across renewables, the transition to a plan led system for generation and network planning, ensuring alignment with ESB’s vision and the evolving policy and market landscape.
The Senior Specialist will work as part of a highly motivated and collaborative regulatory team working across GB and Ireland, and they will be reporting to a Regulation Manager. This role will also include some management responsibility.
Key Responsibilities
Regulatory Strategy & Engagement
- Lead regulatory analysis and engagement across GB, RoI, and NI, covering engagement with, for example NESO, Ofgem, Crown Estate, CRU, EirGrid.
- Monitor and influence policy developments including REMA, OFTO frameworks, and centralised planning initiatives (e.g., SSEP, CSNP, CP2030).
- Represent ESB in industry forums and working groups e.g. Energy UK and Wind Energy Ireland, advocating for commercially sound and technically viable regulatory outcomes across GB, RoI and NI.
Network Planning & Centralised Design
- Provide strategic input into centralised network planning processes that underpin generation investment decisions (transition to plan led i.e. SSEP, offshore leasing models and multi-energy transmission network planning).
- Assess the impact of evolving network charging regimes (e.g., OFTO, UoS) and zonal configurations on ESB’s asset portfolio.
- Translate GB regulatory and planning learnings into the SEM context, supporting cross-jurisdictional alignment, where appropriate.
Commercial & Market Insight
- Analyse the commercial consequences of market rule changes, including T&Cs within the GB Contracts for Difference, ROI RESS/ORESS and emerging NI RESS scheme, PPA structures (e.g., Inchcape), and auction design (e.g., AR8)
- Support in shaping and provide insight into non-price factors influencing auction outcomes and long-term revenue certainty.
Stakeholder & JV Relationship Management
- Build and maintain strong relationships with regulatory stakeholders e.g. Ofgem, CRU, UR etc.
- Act as a trusted advisor within ESB, providing clear, solution-oriented recommendations to senior leadership.
Experience and Qualifications
Essential
- Minimum 7 years’ experience in energy markets, renewables development, or regulatory affairs.
- Strong understanding of market design, regulatory frameworks, and commercial impacts.
- Proven ability to operate independently and influence within complex stakeholder environments.
- Experience in lobbying, policy shaping, and industry representation.
- Relevant third-level qualification in energy, economics, engineering, or related discipline.
Desirable
- Strategic thinker with a proactive, solution-focused mindset.
- Strong communication and negotiation skills.
- Deep understanding of the political and competitive landscape across GB and SEM.
- Ability to translate technical and regulatory complexity into actionable insights.
Location
This position will be based in either our London office (16-19 Eastcastle Street, W1W 8DY) or Glasgow office (Inovo Building, 121 George Street, G1 1RD).
