Position Description

EMP Networks Projects manages the delivery of major projects from project development to energisation for ESBN Networks Asset. This includes design services and (pre-capital allocation) deliverables to the Networks business. EMP Networks Projects supports ESBN Networks Assets in development of project scope and costs based on Technical Approvals (TAs) or Committed Project Parameters (CPPs). The Contestable Connections Support Team focus on technical due diligence and design review for projects delivered under the contestable model that are designed and built by third parties.

The term Contestability is the responsibility extended to a third party for the construction and connection of a contestable asset, Cable, Substation or OHL at HV and MV to the Transmission or Distribution system. Ownership of all contestably built assets are transferred to the asset owner following completion. As all assets are constructed to a DSO and or TSO specifications and standards, a process is required to ensure compliance with the specification.

The Contestable Connections Support Team are responsible for:

  • Providing technical assurance to the TAO on all assets, which are constructed contestably, are in accordance with specification and standards.
  • Close interaction with ESBN Networks Assets to ensure all appropriate functional specifications and standards are in place and current.
  • Liaising with the EMP Centre of Engineering (CoE) or ESBN Networks Customer Delivery (NCD) to draw on resources as required to review detailed designs to ensure they are in compliance with specifications and attend any site or other acceptance tests.
  • Supporting EMP Networks Projects activities within EMP.

 

Key Responsibilities

  • Detailed design review and due diligence of all submitted project related civil designs to ensure compliance with site specific functional specifications and coordination in EMP.
  • Carry out quality assurance/quality inspections on contestable construction sites to confirm compliance with specifications by Contractors. Report on findings to the project manager/design reviewer.
  • Providing technical assurance support to the TAO on civil and structural designs and construction.
  • Supporting ESBN Asset Management with updating of specifications and standards.
  • Review of planning application drawings, conceptual calculations through to as built drawings.
  • Management of design comment logs during design review stage.
  • Liaising with technical and non-technical stakeholders across EMP, NCD and ESBN Networks Assets.
  • Liaising with TAO project managers and Customer single point of contacts on Projects. 
  • Reviewing Technical Specifications to provide valuable feedback to Network Assets and EMP Design Standards Groups. 
  • Fully embrace the ESB Safety culture across all activities.

 

Knowledge, Skills and Experience

Essential

  • A minimum of five years’ relevant experience.
  • A proven track record in delivering civil engineering projects with an understanding of all elements of civil design and construction.
  • Experience in civil design and/or design review.
  • Experience in carrying out site surveys/inspections and reporting.
  • Excellent communication and report writing skills.
  • Strong commercial and project management capability.
  • The ability to manage inputs from a range of engineering disciplines.
  • A strong work ethic with a clear focus on delivery to ESB’s safety, time, quality and cost objectives.
  • The demonstrated ability to meet deadlines and manage multiple stakeholders and projects.
  • Self-motivated with ability to prioritise own work.
  • A flexible approach to work, especially where necessary to deliver excellent service to Contestable Customers.
  • Full Drivers Licence and access to a vehicle.

Desirable

  • Experience of civil design and construction of Medium/High Voltage substations.
  • PSDP Competency HV1/ HV2 (or CDMC equivalent).
  • Site work competency DS1/ DS2.
  • Proficient in the use of MS Sharepoint.
  • Contract management experience.
  • Chartered engineering status or working towards.

 

Qualifications

 

Essential

  • 3rd level qualification in engineering or equivalent work experience is required.

  

Location

The role is based in 1 Dublin Airport Central but travel to site is a feature of the role.

The successful candidate may combine working from home within the Republic of Ireland, with attendance at base for in-person collaboration, the frequency of which is agreed with the manager and may change as we learn about hybrid working.
