Electrical Engineer, Project Development - Network Projects

Position Description

 

Networks Projects Development is responsible for the initiate and planning stages of Electricity Distribution and Transmission Network capital projects, including project scope of works, costs and delivery plans, including EPC contracting models and innovative technologies for the system.

Networks Projects supports the ESB Networks business to enable the delivery of PR5 (Price Review 5), to meet 2030 renewable targets and connecting demand customers, while uprating/reinforcing the system.

Developing the scope involves working closely with the Centre of Engineering (CoE) and Delivery teams to ensure a concise scope of work is approved along with supporting and inputting to the Technical Costing Unit (TCU) in developing project costs for Capital Approval (CA)

This group is responsible for collating the technical input to the scope along with reviewing potential options and agreeing these with the Owners Engineer (OE) within ESB Networks Assets.

A permanent position has arisen for a Substation Engineer to join the Project Development Team to bring projects through initiate and planning stages, required to meet ESB Networks Capital Approval process.

 

 

Key Responsibilities

 

The key responsibility of the team is to produce all documentation for the Project Development phase, including feasibility studies, technical scoping, technical costing, design, project programming on a diverse range of electricity transmission and distribution development projects. The role may also include the following work:

  • Developing the Project Brief as set out by Network Assets into a viable Project Management Plan ready to transition from Project Development to Project Delivery stage.
  • For EPC and D&B projects: lead the development of the Employer’s Requirements for project specific tender packs, including the In & Out of SOW, EPC SOW and Interface Schedule.
  • Owning the end project deliverables during the Project Development phase, in particular business case success measures including time, cost, scope & quality.
  • Owning the preliminary physical design project deliverables during the Project Development phase, in particular business cases, success measures including concept designs, developing preliminary physical designs for scopes, and planning permission drawings.
  • For EPC and D&B projects: coordinate between the Project Delivery Teams, Engineering teams and Procurement teams to ensure mini-tendering meets programme, scope, cost and quality targets.
  • Delivering for approval the Scope of Works, Project Costs and Project Management Plans to agreed target timelines.
  • Manage the overall project deliverables for all stakeholders, coordinating inputs with the relevant stakeholders at project development stage.
  • Meet and not exceed the requirements of the Project Brief from Networks Assets.
  • Act as PSDP for the project.
  • Ensure the learning from lessons in previous projects are embedded in future project scopes and costs.

Knowledge, Skills and Experience

 

Essential

  • Proven ability to deliver on the “key responsibilities” outlined above.
  • A proven track record in delivering electrical distribution and/or transmission engineering projects with an understanding of all elements of  design and construction.
  • Experience in a wide range of the design including transmission and distribution projects, for example; (38 kV, 110 kV, and 220 kV  design).
  • A strong understanding of all elements of transmission/distribution projects scoping, planning, design, costing, construction and commissioning.
  • A strong work ethic with a clear focus on delivery to EMPs safety, time, quality and cost objectives.
  • Strong commercial and project management capability.
  • The demonstrated ability to meet deadlines and manage multiple priorities
  • Excellent communication and report writing skills.
  • A flexible approach to work, especially where necessary to delivery excellent customer service.
  • Full drivers’ licence and relevant competencies to visit ESBN substations and sites on their own.   
  • A minimum of 5 years' experience in a similar role.

 

Qualifications

 

Essential

  • Third level qualification or appropriate experience

 

Desirable

It is preferred that the candidate has achieved the following

  • PSDP Competency HV1 & HV2 (desirable), or CDMC equivalent
  • Site Working Competencies (desirable).          

 

 

Location

 

ESB is committed to offering flexibility in ways of working and we call that Smart Working – combining digital tools with a culture of trust and empowerment to enable flexible and remote ways of working.

 

The successful candidate may combine working from home within the Republic of Ireland, with attendance at base for in-person collaboration, the frequency of which is agreed with the manager and may change as we learn about hybrid working.  Site visits is also a feature of this role which will require a certain amount of travel within Ireland.

 

 

Reporting to

 

The Senior Professional will report to one of the Senior Team Leaders or Middle Managers in the Project Development group. 

 

 

Salary 

 

€50,000 to €60,000 per annun
