Position Description


The Electrical Balance of Plant (EBOP) team is responsible for the delivery of the electrical scope of works for ESB’s Renewable and Energy Storage projects which includes the Substation, Grid Cable, Collector system and OEM (Original Equipment Manufacturers) works.

The Senior EBOP Specialist will work with a highly skilled and motivated team, as well as engaging with clients, contractors, OEMs, colleagues and other stakeholders to influence a successful outcome for the projects.



Key Responsibilities


The key responsibilities of the Senior EBOP Specialist are to provide a high level of project and contract management of the Electrical Balance of Plant on multiple renewable and energy storage projects. This includes setting a high level of safety standards in every aspect of the work.


  • Prepare /update technical specifications, contractors’ scopes of work, technical schedules, price schedules and other documents required to complete tender enquiry documentation, against which tenderers will submit proposals
  • Review and critically evaluate tenderers’ submissions and produce tender evaluation reports with recommendations to purchase.
  • Negotiate with tenders to achieve for the client the best value for money available from the market.
  • Compile and administration of contracts
  • Prepare & review design risk assessments and project H&S plans for design & construction teams 
  • Manage contractors and review of contractors’ design submissions against the functional specifications, outline design and generic standards.
  • Inspect plant and materials in manufacturing plants, and works on site, to ensure the client’s specifications are met and monitor progress against the contract.
  • Provide relevant inputs to the project manager(s) when producing progress reports.
  • Ensure all work produced by the project team meets quality requirements.
  • Maintain a commercial focus, ensure invoicing is accurate and timely.
  • Support the project manager(s) in the development of a suitable contract strategies which provide value for money for the client.
  • Provide support to other team members and projects/development projects as required.
  • Support the development of less experienced colleagues and the development of the overall capability of the team.   



Knowledge, Skills and Experience




  • Minimum of seven years post-graduate experience in HV power industry or in the EBOP works associated with renewable and energy storage projects
  • A proven track record in delivering substation, EBOP or HV Cables engineering projects
  • An understanding of Tendering, Tender evaluations, scoping, planning, design, costing, construction and commissioning associated with substations or EBOP works associated with renewable and energy storage projects
  • Strong knowledge of Engineering, Procurement & Contract (EPC) projects
  • Strong Contractor negotiation skills
  • Strong project management and contract management skills and knowledge
  • Understanding and experience of the PSDP/CDMC processes.
  • The demonstrated ability to meet deadlines and manage multiple priorities.
  • Strong interpersonal skills
  • Full drivers’ licence valid for use in Republic of Ireland




  • Substation Design Experience
  • Experience of working on renewable energy projects
  • Project Management Qualification







  • Level 8 Engineering qualification or equivalent work experience





This role is based in EMP Dublin office but travel to project locations as required, is a key requirement of the role.

The successful candidate may combine working from home within the Republic of Ireland, with attendance at base for in-person collaboration, the frequency of which is agreed with the manager and may change as we learn about hybrid working.  Site visits is also a feature of this role which will require a certain amount of travel within Ireland.



Reporting to


Manager EBOP Team, Civil Environmental and Renewable Engineering Group.   




€60,000 to €75,000 per annum
