Programme Engineer
Position Description
Applications are invited for the position of Programme Engineer, Contracting Partners Group (CPG), Programme Delivery ESB Networks.
ESB Networks will continue to play a leading role in delivering the Government’s Climate Action Plan. Our Networks for Net Zero Strategy commits us to deliver on our part to achieve the targets set out for 2025 and 2030. The CPG organisation in an integral part to the delivery of our company strategy and will play a key role in development of ESB’s contracting resource to ensure work commitments are delivered in line with our targets.
The Programme Engineer will be responsible for co-ordinating contracting resources and providing technical guidance in all aspects of contractor management and performance. This role will work with CPG Framework contractors, the Project Leaders, and Project Managers and those managing work programme delivery across ESB Networks and EMP to support both contractors and those managing them to achieve the highest contract performance standards. The Programme Engineer will be responsible for the competency development and management of the framework contractors through training, mentorship and technology.
The role requires the development and maintenance of good relationships with framework contractors and the delivery organisations within ESB. The Programme Engineer must take a broad business view which addresses cross functional issues and optimises day to day management of the Frameworks.
This is an exciting opportunity and challenging role within CPG, which requires an individual that is highly motivated with strong stakeholder and analytical skills and a programme, performance and reporting background who can work well with stakeholders both inside and outside the organisation.
Key Responsibilities
- Developing and maintaining the CPG contractor work programme, across Substation, Underground (UG) and Overhead Line (OHL) Network.
- Regular interface and involvement across UG, OHL and Substation Framework (FW) Managers.
- Interfacing with multiple stakeholders incl. Engineering & Major Projects (E&MP) and EirGrid to co-ordinate contracting resources for the delivery of the annual transmission work programme.
- Contractor competency development and training co-ordination:
- Single point of contact with the National Training Centre for contractor training requests.
- Identifying suitable contractor candidates for key role holders in line with the ESB Networks Electrical Safety Rules.
- Liaise with CPG Safety team for assessment/approval process.
- Manage and co-ordinate pilots for new contractor work streams where applicable.
- Co-Ordinate contractor resource ramp up with monthly interaction with contractors and development of the CPG Resource Power BI dashboard.
- Stakeholder management between ESB delivery orgs and the contractors.
- Management of contractor requests and preparation for award of work to contractors.
- Liaise with Procurement and FW Development Manager for development of new tenders.
- Undertake and review work quality and safety audits on CPG framework contractors
Experience and Qualifications
Essential
- Either 3rd Level Engineering qualification (Level 8)
- Full Drivers licence and own transport is essential
- Minimum 5 years relevant experience
- Developing work programmes
- Stakeholder Management Experience
- Contracting and office IT systems
- Strong Communication skills written and verbal
- Strategic and commercial business acumen and delivery of business strategy
- Project and Programme Management

Salary Range
€55,000 - 65,000 per annum
